Job summary

TCS GovCon is seeking a Technical Data / IETM Lead for a U.S. Navy program, driving S1000D migration and CSDB consolidation. You will enforce standard data practices, manage BREX rules, and coordinate Windchill/iPDM content delivery for mission critical systems.

You will oversee legacy data, establish data architecture, and ensure a maintainable baseline through disciplined configuration management and documentation.

Qualifications

• Active DoD SECRET clearance is required.
• Eight+ years in technical data management with at least five years S1000D.
• Bachelor’s degree or equivalent experience in a technical field.

Job description

TCS GovCon is seeking a Technical Data / IETM Lead with deep S1000D expertise to support a U.S. Navy program that provides full life-cycle engineering, product support, and logistics for critical fielded systems.

In this role you will own the strategy and hands‑on execution for consolidating a legacy, web‑based IETM into a standards‑compliant S1000D architecture managed under a Common Source Database (CSDB). This is a high‑visibility technical leadership position: you will bring engineering rigor, configuration control, and modern technical‑data standards to content that directly supports the readiness of fielded warfighting systems.

Key Responsibilities

• Lead the S1000D migration. Plan and execute the consolidation and standardization of the existing web-based IETM, migrating legacy content into S1000D data modules within a Common Source Database (CSDB).
• Establish data architecture. Define and administer the CSDB, develop and maintain Business Rules Exchange (BREX) modules, and enforce consistent application of the current issue of the S1000D specification across all content.
• Consolidate underlying databases. Rationalize and consolidate the multiple databases underpinning the legacy IETM into a single, well‑documented source of truth.
• Impose configuration and software discipline. Introduce and enforce configuration management for technical data — version control, documented and repeatable builds, and controlled release processes — replacing ad hoc, undocumented development practices.
• Reverse‑engineer and document the legacy build. Analyze the existing single‑developer, web-based IETM implementation, document its structure and build process, and de‑risk it into a maintainable, team‑supportable baseline.
• Aligning with technology refresh. Sequence the migration to coincide with the planned hardware technology‑refresh window in order to minimize disruption and maximize content reuse.
• Deliver managed content. Produce and deliver IETM and technical‑data content through PLM‑managed channels such as Windchill / iPDM, ensuring traceability to configuration baselines.
• Support the broader product support and logistics mission. Prepare technical documentation and reports, and coordinate with reliability and maintainability engineering, data analytics, and program management teams to support system readiness and operational availability.

Required Qualifications

• Clearance: Active DoD SECRET security clearance.
• Experience: Eight or more years in technical data management, including five or more years of hands‑on S1000D experience.
• Education: Bachelor’s degree in technical communication, computer science, engineering, or a related field. Equivalent experience will be considered.
• S1000D expertise: Demonstrated proficiency authoring S1000D data modules and developing and maintaining BREX business rules against the current issue of the specification.
• Authoring toolset: Hands‑on experience with Arbortext or an equivalent S1000D authoring toolset.
• CSDB administration: Proven experience setting up and administering a Common Source Database.

Preferred Qualifications

• Web-based IETM architecture and design experience.
• Database consolidation and data‑migration experience.
• Demonstrated ability to reverse‑engineer and document an undocumented legacy software build.
• Familiarity with Slickwave or comparable current‑production IETM tooling.
• Experience delivering content through Windchill / iPDM.
• Prior experience supporting U.S. Navy or other Department of Defense fielded systems programs.

• Contingency: This position is contingent upon contract award.
