Job summary

ESG Consulting is seeking an experienced Data Governance Analyst to support a large public-sector organization in strengthening and operationalizing its enterprise data governance program. The role emphasizes hands-on data governance in healthcare or similarly regulated settings.

The ideal candidate will have deep Collibra Data Catalog experience, knowledge of HIPAA/PHI/PII, and a track record of driving adoption among data owners, stewards, IT, and security teams.

Qualifications

  • 3+ years hands-on data governance/data management experience
  • Developing and implementing data governance frameworks, policies, procedures, and standards
  • Data quality, data integrity, data stewardship, and governance issue resolution
  • Establishing data standards, naming conventions, data classifications, data dictionaries, business glossaries, and metadata repositories
  • Hands-on Collibra Data Catalog experience, including administration/configuration, metadata management, workflows, and user adoption
  • Data privacy, security, and regulatory compliance including HIPAA, PHI/PII, access controls, audits, and risk assessments
  • Data profiling, cleansing, quality monitoring, and governance KPIs/metrics
  • Experience working with data owners, data stewards, business teams, IT, security, and executive stakeholders
  • Experience driving change management and organizational adoption of data governance practices
  • Delivering data governance and Collibra training to business users and data stewards
  • Strong communication, stakeholder management, and problem-solving skills

Responsibilities

  • Strengthen and operationalize enterprise data governance programs in regulated environments
  • Implement data governance practices across data owners, stewards, IT and security teams
  • Develop and enforce data standards, classifications, and metadata repositories
  • Provide Collibra training and support to business users and data stewards

Job description

We are seeking an experienced Data Governance Analyst to support a large public‑sector organization in strengthening and operationalizing its enterprise data governance program.

What We’re Looking For

The ideal candidate will have strong, hands‑on experience implementing data governance practices in healthcare, Health & Human Services (HHS), Medicaid, public health, or another highly regulated environment.

Key experience should include:
  • 3+ years of hands‑on Data Governance/Data Management experience
  • Developing and implementing data governance frameworks, policies, procedures, and standards
  • Data quality, data integrity, data stewardship, and governance issue resolution
  • Establishing data standards, naming conventions, data classifications, data dictionaries, business glossaries, and metadata repositories
  • Hands‑on Collibra Data Catalog experience, including administration/configuration, metadata management, workflows, and user adoption
  • Data privacy, security, and regulatory compliance, including HIPAA, PHI/PII, access controls, audits, and risk assessments

Highly Preferred
  • Previous State Government, Health & Human Services, Medicaid, healthcare, or public health experience
  • Hands‑on experience governing member, eligibility, claims, provider, patient/PHI, or similar healthcare data
  • CDMP, Certified Data Governance Professional, DAMA‑related, or similar data management/governance certification

Education: Bachelor's degree in Computer Science, Information Management, Business Analytics, or a related field.
