Qualifications

• Senior-level experience (5+ years) in data architecture, data strategy, and data modernization.
• Experience designing enterprise data models and governance standards.
• Leadership in Databricks and cloud data platforms; Cloudera desirable.
• Knowledge of data in federal HR and financial systems.
• Strong problem-solving, documentation, and presentation skills.

• Data migration planning, mapping rules, reconciliation.

Period of Performance:

Start Date: One 1-year base period plus four 1-year option periods

Place of Performance:

Hybrid (Mostly Remote – needs to be able to attend meetings at USDA in DC)

Position Summary: The Data Architect Designs enterprise data strategy, models, and integration patterns. Defines governance standards and leads data modernization and cloud architecture initiatives.

Key Responsibilities:

Enterprise architecture, governance, migration strategy, common data model, Lakehouse architecture, solution designs.

• Enterprise & Data Architecture: Enterprise architecture, data architecture blueprints, system inventories, solution architecture, governance standards, decommissioning strategy, FinOps, architecture reviews (LEAD)
• Data Migration Planning & Coordination: Migration strategy, plans, timelines, crosswalks, mapping rules, trial migrations, reconciliation (LEAD)
• Data Governance & Metadata Management: Metadata standards, stewardship, lineage, authoritative data sources (LEAD)
• Systems Integration Engineering: APIs, integrations, interface design, ICDs, ETL/ELT pipelines, interface remediation, integration testing
• Databricks Lakehouse Support: Lakehouse architecture, security design, common data model, migration framework, reporting and analytics (LEAD)
• Knowledge Transfer: Training, SOPs, workshops, shadowing sessions, documentation, repository management

Required Qualifications:

• Senior-level experience (5+ years) of progressive federal government experience in data architecture, data strategy, and data modernization, such as developing enterprise, data, and solution architectures; defining authoritative data sources, metadata standards, common data models, governance standards, and integration patterns; designing Databricks Lakehouse environments including Unity Catalog, data zones, and workspaces; and supporting data migration and legacy-to-modern system transitions.
• Experience designing enterprise data models, integration patterns, and governance standards.
• Experience leading projects in Databricks and cloud data platforms; experience with Cloudera desirable.
• Knowledge of data within federal systems related to human resources and financial management.
• Problem-solving, documentation, and presentation skills.

Education:

• Bachelor’s degree in and/or Equivalent Experience in Computer Science, Information Systems, Information Technology, Data Science, Computer Engineering, or a related technical discipline.
