Job summary

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This position is represented by the Service Employees International Union (SEIU).

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Here’s what you will do:

As a Data Analyst, you will serve as a technical resource for the Division of Financial Regulation for internal procedures and working with outside entities. Duties include:

  • Conducting comprehensive studies of insurance and financial industry data, systems, processes, and business requirements to evaluate, identify and recommend process improvements that effectively reduce costs, ensure compliance, and improve service delivery

  • Managing and examining report filings

  • Ensuring timely and complete filing of all companies

  • Working with companies to help gain compliance with state and federal laws

  • Providing technical and analytical support to health insurance compliance staff

Here’s what you need to qualify:
Minimum Qualifications
  • A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work

OR

  • Any combination of experience and education equivalent to seven years of experience professional-level evaluative, analytical and planning work

Requested Skills
  • Expert proficiency with Microsoft Excel (pivot tables, data connections, charts, conditional formatting)

  • Advanced proficiency with database reporting, query writing, SAS, SQL, and data warehousing

  • Effective business and technical requirements gathering/documentation skills

  • Effective skills in business rule writing

  • Experience with Power BI

  • Strong understanding of statistical methods and applied analytics

  • Competence in data visualization best practices and storytelling with data

  • Understanding of data governance, data quality, and metadata management

  • Strong communication skills for translating technical analysis into actionable insights

  • Subject matter knowledge of the insurance industry

  • Experience working with health insurance claims database systems

  • Experience with mental health parity and health insurance network adequacy

  • Proficiency in R for statistical analysis, visualization, and reporting

  • Experience with ArcGIS (or other GIS platforms) for spatial data analysis and mapping

  • Strong Python skills for data manipulation, automation, and analytics workflows
