Qualifications

  • Bachelor's degree in data analytics, statistics, mathematics, economics, public health, information systems, or related field.
  • 4+ years in data analysis, reporting, performance measurement, BI, or related work.
  • Strong SQL plus at least one analytical tool such as Python, R, SAS, or advanced Excel.
  • Experience with data preparation, validation, dashboards, recurring metrics, and documentation of assumptions/limitations.
  • Recommended certification: Microsoft Power BI Data Analyst or comparable BI credential.
  • Ability to satisfy VA personnel vetting and applicable security, privacy, data-handling requirements.
  • Demonstrated ability to build reliable recurring analyses from imperfect operational data, including validation, reconciliation, and documentation of assumptions.
  • Strong practical skills with SQL, Excel and/or Python/R plus a visualization tool.
  • Clear analytical writing and communication skills, including explanations of definitions, data-quality concerns, limitations, and result changes to non-technical stakeholders.
  • Experience eliciting and documenting reporting requirements, metric definitions, business rules, and acceptance criteria with business or mission stakeholders.
  • Ability to manage multiple recurring and ad-hoc analytical requests, prioritize based on decision need and effort, and communicate timelines.

Responsibilities

  • Prepare, clean, combine, transform, and validate data from multiple sources.
  • Calculate baselines, recurring metrics, before/after measures, denominators, and outcome indicators.
  • Build analytical tables, visualizations, dashboards, and decision-ready reporting products.
  • Document metric definitions, data sources, cadence, validation steps, assumptions, and calculation logic.
  • Perform data-quality checks, reconcile discrepancies, and maintain reproducible analytical workflows.
  • Support outcome reports with validated findings, concise narrative, and clear limitations.
  • Respond to recurring and ad-hoc analytical questions for technical and non-technical stakeholders.
  • Escalate data-quality, access, or methodology concerns that could materially affect conclusions.
  • Develop and maintain metric dictionaries that define business rules, source fields, exclusions, denominators, refresh cadence, validation steps, owners, and interpretation guidance.
  • Automate repeatable data-preparation, quality-check, calculation, and reporting steps where practical to reduce manual effort and improve consistency over time.
  • Reconcile discrepancies across source systems, reports, and stakeholder calculations and document the resolution when definitions or authoritative sources differ.
  • Support ad-hoc analytical questions by profiling data, testing hypotheses, and translating results into concise findings while preserving reproducibility.
  • Work with stakeholders to translate reporting needs into precise metric definitions, data requirements, calculation rules, validation checks, and acceptance criteria before building recurring products.
  • Perform periodic quality reviews of dashboards and recurring reports to identify stale logic, broken refreshes, source changes, or definition drift.

Overview

LMI is seeking a Data Analyst/Data & Measurement Analyst to provide sustained, hands-on analytical capacity for Department of Veterans Affairs (VA) modernization initiatives. The role develops baselines, recurring metrics, validated calculations, dashboards, data-quality checks, and outcome evidence that help teams understand performance and make informed decisions.

This position follows a hybrid work model, with an expectation of approximately 25% onsite presence at LMI’s Tysons headquarters or Washington, DC.

The Data Analyst/Data & Measurement Analyst provides the recurring analytical backbone needed to turn agreed definitions into reliable evidence. The role is responsible for making sure metrics can be reproduced, reconciled, explained, and refreshed consistently rather than producing one-time analyses that are difficult to sustain.

The ideal candidate is detail-oriented but outcome focused. The analyst should be able to move from source data through cleaning, transformation, calculation, visualization, and narrative interpretation while maintaining a clear audit trail of definitions, assumptions, filters, denominators, and known data limitations.

The role depends heavily on stakeholder trust. The analyst should be able to explain why numbers changed, where a discrepancy came from, and what a measure actually represents. Strong candidates will not treat dashboard production as the end goal; they will focus on creating measures that stakeholders can understand and use consistently.

The ideal candidate is a strong execution analyst who can turn messy operational data into clear, traceable metrics and communicate what the numbers do - and do not - support.

  • Clear analytical writing and communication skills, including the ability to explain definitions, data-quality concerns, limitations, and changes in results to non-technical stakeholders.
  • Experience eliciting and documenting reporting requirements, metric definitions, business rules, and acceptance criteria with business or mission stakeholders.
  • Ability to manage multiple recurring and ad-hoc analytical requests, prioritize based on decision need and effort, and communicate realistic timelines when data access or quality is a constraint.

Desired Qualifications

  • 6+ years supporting federal, healthcare, operational, implementation, utilization, or outcome measurement.
  • Experience with Power BI, Power Query, DAX, SQL Server, Azure data tools, or similar enterprise analytics platforms.
  • Experience supporting pilot measurement, program evaluation, before/after analysis, or clinical/operational metrics.
  • Additional SQL, cloud analytics, data visualization, or Lean Six Sigma certification is preferred.
  • Experience with Power BI semantic models, DAX, Power Query, SQL Server, automated refresh, data quality monitoring, or controlled reporting environments is preferred.
  • Microsoft Power BI Data Analyst, data analytics, SQL, or comparable business-intelligence certification is valuable.
  • Experience supporting executive dashboards, operational performance reviews, benefits measurement, or program-evaluation reporting in a federal or healthcare environment is preferred.
  • Exposure to governed semantic models, certified datasets, data catalogs, lineage tools, or enterprise reporting standards is beneficial.

Target salary range: $135,000-$160,000
