Job summary

Horizontal Talent is seeking a highly experienced Technical Program Manager to lead a cybersecurity-focused migration of a complex enterprise data platform in a hybrid environment in Minnesota.

You will coordinate cross-functional engineering, cybersecurity, architecture, data, and infrastructure teams, manage dependencies, risks, and milestones, and translate technical detail into concise executive updates.

Qualifications

• 10+ years of technical program management or similar leadership in a large enterprise.
• Experience leading cross-functional tech initiatives with engineering and cybersecurity teams.
• Strong knowledge of cybersecurity concepts and controls.
• Ability to coordinate security-related dependencies across IAM, data security, network security, cloud security, and more.
• Experience managing dependencies, integration points, sequencing, risks, and blockers.
• Ability to challenge architecture and surface delivery risks.
• Excellent communication to technical and executive audiences.

Responsibilities

• Lead end-to-end coordination of cybersecurity work tied to a large-scale migration.
• Maintain a clear view of requirements, dependencies, milestones, ownership, and risks.
• Partner across cybersecurity, engineering, architecture, data, infrastructure, product, and teams to align plans.
• Facilitate technical conversations on security architecture and integration.
• Identify gaps, blockers, and risks early to prevent delays.
• Drive decisions when responsibilities span multiple teams.
• Provide concise executive updates focused on outcomes and next steps.
