Position Overview and Responsibilities

The Cybersecurity Grants Manager serves as the lead for the administration, coordination, and oversight of Local Government Cybersecurity Protection Program established in section 282.31855, Florida Statutes, as well as other cybersecurity grant and funding initiatives administered by the Florida Digital Service (FLDS). The position is responsible for ensuring that program resources are effectively and responsibly used to help eligible local governments bolster cybersecurity risk management programs and mitigate and defend against cybersecurity threats.

This position oversees the full lifecycle of multiple cybersecurity grant and funding programs, including program design and implementation; development and application of objective eligibility and evaluation criteria; application review and award recommendations, coordination of the procurement activities; award administration; contract management and monitoring; financial tracking; reporting; and stakeholder engagement. This role works closely with cybersecurity professionals, local government officials, procurement and contracting staff, vendors, funding partners, and other stakeholders to advance statewide cybersecurity resilience and ensure compliance with applicable state and federal requirements.

The position also oversees the administration of additional federal or other funding opportunities available to FLDS, to further the Florida Local Government Cybersecurity Protection Program, as authorized by law.[LP1.1]

The position requires substantial independent judgment; serves as the operational lead for statewide grant programs; develops administrative and financial policies and procedures; has a significant role in administering program budgets and financial resources; makes program and funding recommendations; directs contracted resources; and is accountable for program compliance, performance, financial stewardship, and corrective actions.

Key Responsibilities
  • Plan all grant activities, establish roles and responsibilities for stakeholders, inform all stakeholders of responsibilities, and monitor grant progress according to the established timeline.
  • Ensure grant-funded projects align with Florida Digital Service cybersecurity priorities, strategic plans, statutes, rules, laws, and either state or federal funding requirements.
  • Develop, implement, monitor, and update administrative and financial policies, standard operating procedures, program guidelines, internal controls, and other procedures necessary for the administration of FLDS grant and funding programs.
  • Draft, conduct quality assurance, execute, and send all formal documentation (including, but not limited to award letters, grant agreements, award letters, and award value letters)
  • Monitor use and implementation of any commodities or services purchased on behalf of grantees.
  • Develop and administer objective eligibility and evaluation criteria.
  • Coordinate the execution of data-sharing agreements with participating local governments.
  • Track and reconcile program expenditures, award values, disbursements, reimbursements, and other financial activity, as applicable to each funding source or program.
  • Coordinate, schedule, and host stakeholder meetings as needed.
  • Serve as the lead in all communications with stakeholders to assist with all grant inquiries.
  • Create summaries of grant data, reply to audit requests, and develop reports for all applicable stakeholders.
  • Research additional funding opportunities for cybersecurity assistance and develop a plan for executing additional grant opportunities.
  • Work with key stakeholders to develop and maintain metrics to evaluate program effectiveness and cybersecurity outcomes.
  • Conduct post-audits on all Florida Digital Service grants, document lessons learned, identify deficiencies, and oversee corrective actions.
  • Provide day-to-day direction and oversight of two full-time staff augmentation contractors assigned to grant program activities.

  • Applicable laws, regulations, and policies governing grant-funded programs.

  • Prepare clear, concise reports, briefings, and executive-level communications.
  • Promote effective stewardship of public resources and grant funding.
Minimum Qualifications
  • At least two years' experience in either 1) State of Florida, local or federal grant management; 2) State of Florida Contract Management; or 3) State of Florida purchasing experience.
Preferred Qualifications
  • Experience administering grants, including State of Florida grants, local or federal grants.
  • Experience working with local governments, public-sector organizations, or critical infrastructure entities.
  • Project management experience involving technology modernization or cybersecurity initiatives.
  • Experience conducting compliance monitoring, audits, or program evaluations.
  • Supervisory or team leadership experience.
Preferred Certifications

One or more of the following certifications are desirable:

  • Florida Certified Contract Manager (FCCM)
  • Florida Certified Contract Negotiator (FCCN)
  • Project Management Professional (PMP)
  • Grants Management Certificate or related grant administration credential
