Job summary

Omniscius Consulting seeks an experienced Cyber Policy Support professional to help develop, coordinate, and implement cybersecurity strategy for a federal customer. This role shapes cyber policy across the DoD, Combatant Commands, federal cyber centers, and interagency partners.

The ideal candidate understands cyberspace operations and national cybersecurity policy, analyzes complex issues, and prepares executive-level policy guidance and briefings.

Qualifications

  • Bachelor's degree required with 4 years related substitution allowed.
  • Five years of experience in cybersecurity policy development preferred.
  • Experience developing, coordinating, or implementing cyber strategy, policy, and doctrine.
  • Experience supporting cyberspace operations policy at national/DoD/Combatant Command level.
  • Experience researching and analyzing cybersecurity policy issues.
  • Experience developing COAs for complex cyber challenges.
  • Experience producing reports and policy documentation for executives.
  • Experience developing MOUs/MOAs or interagency agreements.
  • Ability to communicate technical and policy information to senior leaders.

Responsibilities

  • Research, analyze, develop, and coordinate cybersecurity strategy, policy, and doctrine supporting cyberspace operations.
  • Maintain awareness of emerging cyber policies and strategic guidance at national, DoD, Service, and federal levels.
  • Develop recommendations and COAs for complex cybersecurity policy and operational challenges.
  • Provide technical expertise to senior leadership on executive cyber policy initiatives and strategic planning.
  • Draft, review, and maintain policy documents, reports, and executive briefings.
  • Support development of future cybersecurity strategies and doctrine governing cyberspace operations.
  • Coordinate policy efforts with DoD organizations, federal agencies, coalition partners, and other stakeholders.
  • Develop and maintain MOUs, MOAs, and other interagency coordination documents.
  • Prepare concise written products and executive briefings for senior government officials.
  • Maintain policy documentation and repositories per organizational standards.
  • Support cross-functional teams in evaluating policy impacts on cyber operations, planning, and mission execution.

Job description

We are seeking an experienced Cyber Policy Support professional to support the development, coordination, and implementation of cybersecurity strategy, policy, and doctrine for a federal customer. This position plays a critical role in shaping cyber policy across the Department of Defense (DoD), Combatant Commands, federal cyber centers, and interagency partners.

The ideal candidate possesses a strong understanding of cyberspace operations, national cybersecurity policy, and executive-level communications. This role requires the ability to analyze complex cybersecurity issues, develop policy recommendations, and coordinate across multiple organizations to ensure policies align with national objectives and mission requirements.

Key Responsibilities
  • Research, analyze, develop, and coordinate cybersecurity strategy, policy, and doctrine supporting cyberspace operations.
  • Maintain awareness of emerging cyber policies, directives, and strategic guidance at the national, DoD, Service, Combatant Command, and federal agency levels.
  • Develop recommendations and Courses of Action (COAs) to address complex cybersecurity policy and operational challenges.
  • Provide technical expertise to senior leadership on executive-level cyber policy initiatives and strategic planning efforts.
  • Draft, review, and maintain policy documents, reports, white papers, briefings, and other executive communications.
  • Support development of future cybersecurity strategies, policies, and doctrine governing cyberspace operations.
  • Coordinate policy efforts with DoD organizations, federal agencies, coalition partners, and other stakeholders to ensure authorities, equities, and operational concerns are appropriately represented.
  • Develop and maintain Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), and other interagency coordination documents.
  • Prepare concise written products and executive briefings for senior government officials.
  • Maintain policy documentation and associated repositories in accordance with organizational standards.
  • Support cross-functional teams in evaluating policy impacts on cyber operations, planning, and mission execution.
Required Qualifications

Education

  • Bachelor's degree in Information Systems Management, Computer Science, Cybersecurity, or a related field.
  • Four (4) additional years of directly related experience may be substituted for the degree requirement.

Experience

  • Minimum of five (5) years of experience supporting cybersecurity policy development.

Experience must include:

  • Developing, coordinating, or implementing cyber strategy, policy, and doctrine.
  • Supporting cyberspace operations policy at the national, federal cyber center, DoD, Service, or Combatant Command level.
  • Conducting research and analysis on cybersecurity policy issues.
  • Developing recommendations and Courses of Action (COAs) for complex cyber challenges.
  • Supporting executive-level policy initiatives and strategic planning efforts.
  • Preparing reports, executive correspondence, and policy documentation.
  • Developing MOUs, MOAs, or similar interagency agreements.
  • Communicating complex technical and policy information effectively to senior leaders, both verbally and in writing.
  • Supporting interagency and coalition coordination on cybersecurity policy matters.
Desired Qualifications
  • Experience supporting U.S. Cyber Command (USCYBERCOM), Joint Staff, Combatant Commands, or other DoD cyber organizations.
  • Knowledge of DoD cyber policy, doctrine, and strategic planning processes.
  • Familiarity with National Security Strategy, DoD cyber directives, and Joint Publications.
  • Experience coordinating with federal agencies, coalition partners, and interagency organizations.
  • Excellent analytical, organizational, and executive briefing skills.
  • Strong technical writing and policy development experience.
