Job summary

USGI is seeking a Cyberspace Operations Specialist to support MARFORSOUTH G-39 in executing information warfare capabilities under a non-personal services contract. The contractor provides analysis, assessments, and recommendations to support government staff, with the government retaining final authority.

Qualifications include 5+ years in cyberspace operations (planning and integration at operational/strategic level), experience with OCO and DCO, and TS/SCI clearance (or ability to obtain).

• Ability to communicate complex vulnerabilities and impacts to non-technical staff and leadership.
• U.S. TS/SCI clearance (or ability to obtain).
• Valid US driver's license and passport.
• Visa as required by the U.S. Department of State Foreign Clearance Guide.

Responsibilities

• Provide cyberspace operations SME to MARFORSOUTH G-39 on planning and integration of cyberspace capabilities.
• Assist in drafting plans, annexes, appendices, and orders for full-spectrum cyberspace operations.
• Analyze operational requirements and identify opportunities to integrate cyberspace capabilities.
• Incorporate cyber threat intelligence into the planning process to inform risk assessments and COAs.
• Review cyberspace operations plans for compliance with DoW, DON, and USMC policies and legal guidance.
• Develop assessments on operational risks and collateral effects of planned cyberspace operations.
• Routinely interface with MARFORSOUTH G-6, theater cyber units, USSOUTHCOM to coordinate plans.
• Participate in MARFORSOUTH contingency, crisis and OPT planning teams.
• Review and provide recommendations on SOUTHCOM and Marine Corps taskers.
• Assist MARFORSOUTH staff in planning conferences by gathering information.

Cyberspace Operations Specialist

POSITION SUMMARY

This position supports Marine Forces South (MARFORSOUTH) G-39 in executing information warfare capacities under a non-personal services contract. The contractor provides analysis, assessments, and recommendations to support government staff; the government retains full control and final authority for all decisions and actions.

DUTIES AND RESPONSIBILITIES

• Provide cyberspace operations subject matter expertise to the MARFORSOUTH G-39 on the planning, integration, and synchronization of cyberspace capabilities
• Assist in the drafting of plans, annexes, appendices, and orders for full-spectrum cyberspace operations in support of operations, contingencies, and exercises
• Analyze operational requirements and identify opportunities to integrate cyberspace capabilities to create desired outcomes and support the commander's objectives
• Incorporate cyber threat intelligence into the planning process to inform risk assessments and the development of courses of action
• Review cyberspace operations plans and provide recommendations to ensure compliance with DoW, DON, and USMC policies, as well as all applicable legal guidance and authorities
• Develop and provide assessments on the operational risks and potential collateral effects associated with planned cyberspace operations
• Routinely interface with the MARFORSOUTH G-6, Marine Corps Cyberspace Operations units, USSOUTHCOM, and other theater cyber entities to coordinate and deconflict plans and operations
• Participate in MARFORSOUTH contingency, crisis and exercise operational planning teams (OPT)
• Review and provide recommendations on SOUTHCOM and Marine Corps taskers
• Assist MARFORSOUTH staff in Marine Corps and SOUTHCOM planning conferences by gathering information to facilitate planning

MINIMUM QUALIFICATIONS

• A minimum of 5 years of experience in cyberspace operations, with at least 3 years focused on the planning and integration of cyberspace capabilities (Offensive and Defensive) at the operational or strategic level
• Demonstrated experience with Offensive Cyber Operations (OCO), Defensive Cyberspace Operations (DCO), targeting in cyberspace, adversary tactics, techniques, and procedures (TTPs) emulation, and vulnerability exploitation
• Proficiency with industry-standard offensive security tools and frameworks (e.g., Cobalt Strike, Metasploit, Burp Suite, Nmap)
• Working knowledge of policies and legal authorities governing cyberspace operations
• The ability to communicate complex technical vulnerabilities, capabilities, and their operational impacts to non-technical staff and leadership
• U.S. TS/SCI Security Clearance (or ability to obtain)
• A valid US driver's license
• A valid US passport
• Country visa as required in line with the U.S. Department of State Foreign Clearance Guide

PREFERRED QUALIFICATIONS

• Commercial industry certification such as CompTIA Security+, CySA+, or higher certifications related to planning or threat intelligence (e.g., GIAC Cyber Threat Intelligence – GCTI)

TRAVEL

Minimum 1 trip per quarter (4–8 trips total per year, 5 days each, 20–40 days total) in support of Tri-Service Maritime Staff Talks, IO SME exchanges, Mobile Training Teams, planning conferences, exercise execution, and after-action reviews. All OCONUS travel will take place in the USSOUTHCOM AOR or the Caribbean; exact locations are not yet known.
