San Antonio Water System is seeking a Foreperson – Pipeline Support to supervise a crew performing utility locates, leak response, hydrant maintenance and dead-end flushing. The role ensures timely work orders and develops reports to measure operational performance.

The position offers an automatic progression to Senior Foreperson after 5 years of continuous service as a Foreperson with SAWS. A strong emphasis on safety and teamwork is required to maintain service quality across the water

Qualifications

  • High School Diploma or GED required.
  • Three years’ experience in operation, maintenance or construction of water facilities.
  • TCEQ Class “C” Water Distribution Operator License within 24 months of hire.
  • Valid Class “C” Texas Driver’s License.
  • Safety certifications: Work Zone Traffic Control, Excavation Safety, Confined Space Awareness.
  • Must pass position-specific physical testing.

Job Summary

The Foreperson – Pipeline Support reports to a Superintendent and is responsible for supervising a crew that performs any of the following functions: utility locates, leak response, hydrant maintenance, and dead-end main flushing. The Foreperson-Pipeline Support coordinates service requests and work orders and assists in the monitoring of performance metrics. This position also develops and maintains customized and periodic reports to assist the Superintendent in the evaluation of operational effectiveness, resource allocation, and service quality.

This job has an automatic progression plan. An employee hired as a Foreperson-Pipeline Support will automatically advance to Senior Foreperson-Pipeline Support upon reaching 5 years of continuous experience as a Foreperson with SAWS.

Essential Functions
  • Trains, mentors, supervises, and evaluates crew members by checking their work for efficiency and quality; Initiates corrective action as necessary.
  • Supervises employees in any of the following functions: Utility locates, leak response, hydrant maintenance and dead -end main flushing.
  • Develops and maintains customized and periodic reports to assist the Superintendent in the evaluation of operational effectiveness, resource allocation, and service quality.
  • Coordinates and ensures timely execution of service requests and work orders related to assigned operational areas.
  • Interprets blueprints, construction plans, as-built drawings and reads and interprets block maps, operations and maintenance manuals and maintenance reports.
  • Operates a variety of complex equipment associated with specific assignments such as pipe tracing equipment, ground penetrating radar, and leak detection tools.
  • Adheres to and promotes safety policies and procedures.
  • Performs other duties as assigned.

  • This position works under limited supervision.
  • Supervises assigned crew.
Minimum Requirements
  • High School Diploma or GED.
  • Three years’ experience in operation, maintenance or construction of water or wastewater facilities.
  • TCEQ Class “C” Water Distribution Operator License within 24 months of hire.
  • Valid Class “C” Texas Driver’s License.
  • Work Zone Traffic Control, Excavation Safety, and Confined Space Awareness and/or certification where applicable.
  • Pass position specific physical testing.
  • Ability to report to work on time, maintain a good attendance record, and work all designated work schedules.
Preferred Qualifications
  • Class "III" Wastewater Collection Operator License.

  • Proficient in the use of materials, tools, utility calculations and equipment commonly used in construction, maintenance, or repair of water distribution, wastewater treatment and collection systems.
  • Proficient in the use and application of computer software packages which include word processing, spreadsheets, database, and computerized maintenance management systems.

Physical Demands and Working Conditions

Physical requirements include lifting/carrying up to 90pounds occasionally; assisting in the pushing of objects weighing up to 105 pounds; assisting in the pulling of objects weighing up to 105 pounds. Subject to standing, sitting, walking, climbing, bending, crawling, squatting, kneeling and working in cramped and strained positions for long periods of time to perform job scope.

Working conditions consist of inside and outside with potential exposure to inclement weather; wastewater; mechanical, electrical, chemical and confined space hazards; offensive fumes; excessive noise; heavy traffic; deep excavations; and animals, snakes and poisonous insects. May be required to comply with requirements as specified in applicable regulations for personal protective equipment, including clearance for use of respiratory protection and other associated equipment. Operates a company vehicle on a daily basis.

Required to work hours other than regular schedules such as days, nights, weekends, holidays, on-call and rotating shifts, overtime, weekends, holidays, or emergency response.
