The Colorado State Patrol is a statewide law enforcement agency within the Colorado Department of Public Safety. The Colorado State Patrol provides professional and modern law enforcement services for all persons to protect life, peace, and property throughout Colorado. The Executive Security Branch provides comprehensive 24/7 security and law enforcement services for the State Capitol Complex and designated state facilities, ensuring the safety of state employees and the public. The Branch provides close protection services for the Governor, the First Family, the Lieutenant Governor, statewide constitutional officers, members of the General Assembly, and visiting dignitaries. Additionally, it operates a specialized threat assessment and protective intelligence unit. Three units comprise the Executive Security Branch (ESB): the Capitol Security Unit, Facility Security Unit, and the Protective Services Unit. This position would reside within the Protective Service Unit within ESB. Section Description: The Protective Services Unit component includes close protection details, bomb detection canines, an FBI Joint Terrorism Task Force (JTTF) Task Force Officer (TFO) and the Capitol Threat Assessment and Protection team. The Capitol Threat Assessment and Protection team supports CSP and CDPS leadership as well as other partners with overall situational awareness, real time information collection, dissemination and analysis, threat intake and assessment, intelligence products, criminal investigation, and security assessment and protective support.
Operating within the Executive Security Branch pursuant to statutory guidelines, the Capitol Threat Assessment and Protection (CTAP) team collects, analyzes, and disseminates threat intelligence and all-hazard information. CTAP directly provides information-sharing, intelligence and investigative support for the physical protection of the State Capitol Complex, elected state officials (including the Governor, Lieutenant Governor), and constitutional officers against criminal activity, targeted violence, and terrorism-related threats affecting Colorado. The team collaborates with private sector, local, tribal and federal partners to support, prevent, and protect Colorado and its citizens. The Capitol Threat Assessment and Protection team is also responsible for infrastructure protection to promote greater resiliency of government, non-government, and private-sector facilities, systems, assets, and employees through an array of prevention, protection, mitigation, response and recovery strategies designed to deter, delay, detect and defend against human threats and technological hazards, while reducing the impact of natural hazards. The program also provides a range of technical assistance to enhance security posture and preparedness. Through the development and maintaining of public-private partnerships and ongoing support of state government agencies, the program aims to expand information sharing opportunities, enhance data collection and threat reporting to produce actionable intelligence, provide training and awareness, and adopt a layered, defense-in-depth strategy to assure the resiliency of Colorado communities and Colorado state government infrastructure.
This position serves as an Intelligence Analyst in the Colorado State Patrol Executive Security Branch. The position accesses and analyzes information gathered from databases and shared by local, state, tribal, federal and private sector partners to develop finished intelligence reports that are provided to federal, state, and local public safety entities. The position creates intelligence products that address a broad spectrum of issues in a clear, concise and logical manner. Additionally, the position implements intelligence-led policing principles to deliver actionable operational intelligence support for threat assessments, dignitary protection operations, Capitol Complex public safety efforts, and criminal investigations. This analyst position is to establish good working relationships with partners to support this information sharing and analysis process. Thus, the position is expected to attend and participate in relevant meetings to provide technical assistance, situation awareness/information sharing and foster partnerships. This may include giving intelligence briefings, training, and presentations. The position will also make recommendations regarding the dissemination of intelligence information. In executing these duties, the analyst is expected to exercise sound, professional, and appropriate decision-making while maintaining clear, effective communication across all operational units and partner agencies. This analyst position is to comply with State and Federal laws, regulations, executive orders and directives promulgated by the State of Colorado to achieve the goals and objectives of the Executive Security Branch. Intelligence Collection Management is an important component that incorporates responsibility for developing intelligence collection requirements and identifying intelligence gaps to support a more proactive, intelligence-driven program.
Gathers and analyzes threat data to support Behavioral Threat Assessment and Management (BTAM), dignitary protection operations, criminal investigations, and Capitol Complex security operations. Implements intelligence-led policing principles to produce tactical, strategic, administrative, and operational intelligence products, threat briefings, and risk assessments for internal and external stakeholders based on guidance from supervision. Assignments pertain to Critical Infrastructure and Key Resources (CIKR), multidisciplinary threat assessments, behavioral case management, standardized risk methodologies, advance travel intelligence, venue threat profiling, and long-term threat management strategies. Administers and maintains unit threat intake portals, specialized OSINT tools, and threat assessment databases. Provides direct analytical, digital, and evidentiary support for criminal investigations and prosecutorial filings stemming from criminal acts against protected officials or state property, which may include link analysis, communications mapping, timeline construction, warrant affidavit support, and trial testimony. Tasks require querying authorized databases in strict compliance with applicable federal and state regulations, including CJIS, 28 CFR Part 23, Colorado State/CDPS/CSP policy, privacy guidelines, First Amendment safeguards, and industry best practices. Provides immediate operational assessments during unfolding incidents and delivers protective intelligence dedicated to safeguarding the Governor, the First Family, the Lieutenant Governor, statewide constitutional officers, members of the General Assembly, visiting dignitaries, and stakeholders at the Capitol Complex.
Attends and participates in meetings, training, exercises and discussions related to unfolding events, performing within the scope of the analyst’s role or approved designated function for the activity. Participates in meetings and ongoing coordination with Colorado State Patrol partners for the purpose of collaborative products, intelligence support, and information exchange related to the center’s priorities and tasks. The priorities and tasks will include critical infrastructure key resources (CIKR) protection, threat assessments or reviews, and support to a partner agency for criminal or intelligence analysis.
Perform the tasks of the Colorado State Patrol Intelligence Analyst when assigned the function. This function includes the ability to handle developing critical incidents, receiving tips and leads related to credible/specific threats and/or terrorism by phone, email, or website submission, and providing information to partner agencies efficiently and without delay. Actively participate in operation command posts and in support of operations as directed by supervision.

Education and Experience, Knowledge, Skills
Six (6) years of full-time professional experience conducting intelligence, threat, criminal, security, investigative, or public safety analysis, including collecting, researching, evaluating, and analyzing information from multiple sources to identify threats, trends, patterns, or risks and developing written analytical products or reports to support public safety, security, or operational decision making.
