Qualifications

  • One year as Criminal Justice Systems Specialist Supervisor or equivalent Federal Government/ Commonwealth title.
  • Four years of professional experience in criminal or juvenile justice, law enforcement, or victim services, including one year in a supervisory capacity, plus a bachelor’s degree.
  • Three years of professional experience in criminal or juvenile justice, law enforcement, or victim services, including one year in a supervisory capacity, plus a master’s degree.
  • Equivalent combination of experience and training.

Responsibilities

  • Project Leadership: Manage statewide data collection, reporting, and outcomes initiatives.
  • Training Oversight: Develop updated training materials, revise manuals, and provide technical support to agencies.
  • Stakeholder Coordination: Work with statewide partners to review processes, recommend improvements, and strengthen victim service operations.
  • Data Evaluation: Guide program analysis, select evaluation methods, and prepare reports for planning, monitoring, and policy development.
  • Survey Management: Oversee statewide victim services surveys, collaborate with researchers, and ensure access to survey results.
  • Conference Direction: Lead planning for bi-annual statewide conferences, coordinating logistics and workshop proposals.

The Criminal Justice System Specialist Manager 1 position with the Pennsylvania Commission on Crime and Delinquency offers an exciting opportunity to lead statewide initiatives that strengthen support for victims of crime. This position leads statewide efforts that strengthen victim service programs through data oversight, evaluation, training, and major event coordination. The role requires strong leadership and skill in managing complex tasks, systems, and partnerships. As a Criminal Justice System Specialist Manager 1, you will perform the following duties:

  • Project Leadership:Manage statewide data collection, reporting, and outcomes initiatives using the Efforts to Outcome software system
  • Training Oversight:Develop updated training materials, revise manuals, and provide technical support to agencies throughout the Commonwealth
  • Stakeholder Coordination:Work with statewide partners to review processes, recommend improvements, and strengthen victim service operations
  • Data Evaluation:Guide program analysis, select effective evaluation methods, and prepare reports that support planning, monitoring, and policy development
  • Survey Management:Oversee statewide victim services satisfaction surveys, collaborate with researchers, and ensure agencies can access and use survey results
  • Conference Direction:Lead planning for bi-annual statewide conferences, coordinating logistics, schedules, and workshop proposal revie

Work Schedule and Additional Information
  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework:You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS
Minimum Experience and Training Requirements
  • One year as Criminal Justice Systems Specialist Supervisor (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of professional experience in criminal or juvenile justice, law enforcement, or victim services, which included one year in a supervisory capacity, and a bachelor’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field; or
  • Three years of professional experience in criminal or juvenile justice, law enforcement, or victim services, which included one year in a supervisory capacity, and a master’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field; or
  • An equivalent combination of experience and training.
