Job description

The purpose of this position is to evaluate workflow, procedures and methods for effectiveness and efficiency and recommends and implements modifications, improvements, and solutions. This class works independently, under limited supervision, reporting major activities through periodic meetings.

ESSENTIAL FUNCTIONS
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Coordinates unit activities with interrelated activities of other agencies.
  • Represents the department and provides training to other agencies, judges, court personnel, attorneys, media, and the public to discuss and explain policies and procedures of the unit.
  • Maintains awareness of criminal, terrorist, or other threats to the safety of citizens, officers, or visitors to the Louisville Metro Area.
  • Completes special projects and maintains records, files, and unit statistics, policies, and procedures, and purges non-relevant information.
  • Develops, interprets, and implements policies and procedures to ensure the efficiency of operations and compliance with new or revised laws, court decisions, or new methods and techniques.
  • Conducts research on crime analysis, data analysis, intelligence analysis and related areas geared toward improving internal operations.
  • Develops quality assurance measures and unit operations manuals and assists with development and evaluation of Standard Operating Procedures.
  • Assists in budget preparation and monitors and controls expenditures for the unit and related projects.
  • Conducts research of new services and programs, creates RFI’s and RFP’s, writes grant proposals, plans, coordinates, and manages the implementation of new programs and services.
  • Coordinates the staffing of committees and task forces to identify problems and develop goals and objectives for improving services and programs.
  • Provides technical assistance and instruction of retrieval and dissemination of information and enforces policies and procedures.
  • Testifies in court, as necessary.
  • Performs related work as assigned.
  • Bachelor’s Degree in Business or Public Administration, Homeland Security, Criminal Justice or related discipline.
  • Five (5) years of experience as a law enforcement analyst, including at least one year of supervisory experience.

EQUIVALENCY: An equivalent combination of education, training and experience may be substituted, but must include one year of supervisory experience.

OTHER MINIMUM REQUIREMENTS
  • Must not have been convicted of a felony or have any criminal action pending against them.
  • Misdemeanor convictions will be considered on an individual basis.
  • Must submit to a pre-employment drug screening.
  • Must submit to a pre-employment polygraph test.
  • Must submit to fingerprinting for criminal history check.
  • Must be on 24-hour call.
  • Must work a varied schedule.
  • Applicants who have illegally bought or used marijuana, including medicinal cannabis, within six months of application will be disqualified.
  • Applicants who have illegally sold marijuana, including medicinal cannabis, within one year of application will be disqualified.
  • Applicants who have illegally bought, sold, or used any controlled substance or narcotic drug, other than marijuana, without a prescription within six years of application will be disqualified.
Physical Requirements & Working Conditions
  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
STANDARD CLAUSES

May be required to work nights, weekends, holidays and emergencies (man-made or natural) to meet the business needs of Louisville Metro Government.
