Job summary

City of Columbia is seeking a supervisor to lead crew in municipal construction and maintenance projects. The role involves supervising subordinates, coordinating activities, and ensuring safety and quality standards are met across assigned tasks.

Responsibilities

  • Assists in coordinating and supervising activities of the assigned City department or division.

  • Reviews subordinates' work for accuracy and completeness; provides training as needed.
  • Inspects infrastructure and grounds and schedules maintenance/repairs as necessary.
  • Determines materials and equipment needs, orders supplies, and coordinates equipment use.
  • Coordinates with other divisions and outside agencies as appropriate.
  • Performs duties of crew or supervisor in absence of the supervisor.
  • Maintains work records and reports; attends staff meetings.

Job description

This position supervises crew members and participates in construction and / or maintenance work in assigned City department; assists with or performs the work of subordinates as necessary; and performs related duties as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.

The work is considered medium-to-heavy in nature and involves walking, standing, stooping, lifting, digging, pushing or raising objects and also involves exerting between 20 and 50 pounds of force on a recurring basis and 50 to 100 pounds of force on an occasional basis. The work requires the following physical abilities to perform the essential job functions: climbing, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, stooping, talking, visual acuity, and walking.

Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, animals/wildlife, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, heights, disease/pathogens, toxic/caustic chemicals; and involves critical situations that require major decisions involving people, resources, and property.

  • Assists in coordinating and supervising the activities of assigned City department or division;
  • Supervises subordinate crew members. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; acting on employee problems; and recommending employee discipline;
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed;
  • Supervises crew members in installation, construction, maintenance and/or repair work in assigned City department / division;
  • Inspects infrastructure, facilities and/or grounds for maintenance needs; initiates and assists in scheduling maintenance and repair work as necessary;
  • Determines the type and quantity of equipment, materials and supplies needed for assigned projects; orders supplies and materials;
  • Coordinates the use of available equipment for maximum utility and convenience;
  • Coordinates and inspects the work of City work crews and contractors for compliance with applicable policies, procedures, laws, regulations, contracts, permits, and standards of quality and safety;
  • Operates trucks, light and/or heavy construction / maintenance equipment, power and hand tools as necessary;
  • Applies pesticides and performs irrigation repairs; Supervises the proper maintenance of department tools and equipment;
  • Prepares and maintains accurate and complete work records and reports as required;
  • Assists in coordinating department activities and functions with those of other City divisions, departments and outside agencies as appropriate;
  • Assists crew members with and/or performs duties of crew members as necessary; performs duties of supervisor as required in his/her absence;
  • Attends staff meetings;
  • Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;
  • Performs general clerical work as required, which may include but is not limited to copying and filing documents, entering and retrieving computer data, answering the telephone, completing forms and reports, etc.; and
  • Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
  • High school diploma or GED;
  • Three (3) years of relevant prior experience;
  • Valid South Carolina Class “D” Driver’s License.
  • Knowledge of basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates;
  • Ability to coordinate or determine time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities;
  • Ability to supervise or lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency;
  • Ability to lead, operate or repair complex machinery or equipment that requires extended training and experience, such as light or heavy construction equipment and trucks, plant equipment, shop equipment, etc. Involves operations of limited scope;
  • Ability to perform supervisory work involving policy and guidelines, solving both people- and work-related problems;
  • Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
  • Ability to perform clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure; and
  • Ability to take actions of others, requiring almost constant decisions affecting co-workers, customers, clients or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.
