Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in finance, business administration, accounting, or related field with a minimum of nine semester hours of accounting and/or finance. Three years of increasingly responsible full-time professional financial institution auditing or examining work. This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

Substitution of Education for Experience

Additional graduate coursework in accounting or finance may be substituted for the required experience on a year for year basis to a maximum of one year.

Substitution of Experience for Education

Professional examining, accounting or auditing of financial records may be substituted for the required education and the accounting and/or finance courses on a year for year basis to a maximum of two years.

Necessary Special Qualifications

Applicants for this class must: A valid motor vehicle operator's license is required.

Overview

Under general supervision, is responsible for professional credit union examination work of considerable difficulty; and performs related work as required. This is the advanced working level in the Credit Union Examiner sub-series. An employee in this class is responsible for conducting examinations of state chartered credit unions. Work involves examining credit union records, financial statements and preparing reports to ensure that credit union operations and financial conditions adhere to the pertinent laws, rules and regulations of the state. This class differs from that of Credit Union Examiner 2* in that incumbents of the latter are responsible for working-level credit union examination duties under general supervision. This class differs from that of Credit Union Examiner 4 in that an incumbent of the latter performs work of greater scope and complexity at the lead level.

Responsibilities

• Serves as the Examiner in Charge of credit unions and completes the examination process in accordance with state law and departmental guidelines.
• Reviews examination comments from team members to ensure report relevancy and interprets the examination findings to the executive management and the Board of Directors.
• Ensures that the credit union is meeting all state and federal regulatory guidelines by reviewing policies, procedures, practices, processes and financial records.
• Reviews and analyzes all aspects of credit union operations. Determines risk and CAMELS ratings based on examination findings.
• As EIC, risk scopes the examination to the areas of needed review, putting the most examination effort to those areas of highest risk versus those that present little risk.
• Maintains up-to-date understanding of regulatory processes, statutes, policies, procedures, regulations and industry knowledge to effectively regulate the institutions and to serve as an information resource to internal and external customers.
• Maintains harmonious relationships with peers, supervisors and division staff. As EIC, provides clear, concise instructions to examiners for work assignments, providing clarification as necessary.
• Establishes and maintains a variety of professional contacts with credit union executives, federal counterparts and other personnel, accountants and lawyers to maintain up-to-date knowledge of the institutions we regulate.
