Job summary

Protective Life Corporation in Birmingham, Alabama, seeks a Senior Regulatory Counsel to lead the legal and government affairs function for state legislative, regulatory, and public policy initiatives. You will monitor proposals, provide strategic guidance, and advocate Protective positions with state regulators and trade groups.

You will collaborate with Product, Compliance, Legal, Risk, and business teams on regulatory matters, oversee filings, and prepare briefs and comments to support policy

Qualifications

• Juris Doctor (J.D.) from an ABA-accredited law school is required.
• State bar admission in good standing is required for practice.
• Minimum 5–10 years of experience in insurance regulatory law or government affairs.
• Experience with lobbying compliance, ethics, and campaign finance requirements is a plus.
• Working knowledge of NAIC processes and state insurance regulation.
• Excellent executive writing, analytical, and communication skills.

Responsibilities

• Serve as Protective's primary legal and government affairs resource supporting state legislative, regulatory, and public policy initiatives in coordination with the VP, State Government Affairs.
• Monitor, analyze, and provide strategic guidance on state legislative and regulatory proposals affecting Protective businesses.
• Develop company policy positions and advocacy strategies related to state insurance regulation and public policy issues.
• Represent Protective before state insurance departments, regulators, legislative bodies, and trade associations.
• Liaise with the NAIC and support working groups, task forces, and committees.
• Coordinate participation on state guaranty association boards and industry committees.
• Manage state lobbying registration, reporting, gift and ethics compliance, and disclosure requirements.
• Oversee lobbying compliance programs, training, and recordkeeping.
• Collaborate with Product, Compliance, Legal, Risk, and business teams on regulatory matters and product initiatives.
• Support and coordinate insurance product filings and regulatory submissions.
• Prepare executive briefings, issue analyses, talking points, and comment letters.

PROFESSIONAL SPECIFICATIONS

• Juris Doctor (J.D.) from an ABA-accredited law school.
• Currently admitted to a state bar and in good standing.
• Minimum 5-10 years of experience in insurance regulatory law, government affairs, or related legal practice.
• Experience with lobbying compliance, ethics, and campaign finance requirements a plus.
• Working knowledge of NAIC processes and state insurance regulation.
• Strong executive writing, analytical, and communication skills.

$100,000 - $150,000 a year

Protective’s targeted compensation for this position is $100k-$150k. Actual salaries may vary depending on factors, including but not limited to, job location, skills, and experience. The range listed is just one component of Protective’s total compensation package for employees. This position also offers additional incentive opportunities through an annual incentive based on individual and Company performance.
