Luster National, Inc. is seeking a Cost Analyst (w/Risk Focus) to support the project controls and program finance office on a large-scale rail transit program.

Based in Sacramento, CA, you will pull data from contractors, build cost and scenario models, and translate analysis into actionable risk and contingency insights for program leadership. The role requires 3+ years in risk/cost on major infrastructure projects, strong MS Office skills, and familiarity with risk tools like @Risk, Primavera

Qualifications

• Bachelor's degree in engineering, construction management, finance, business, or related field or equivalent experience
• 3+ years in risk, cost or project support on large transit or heavy-civil projects
• Knowledge of risk management and cost analysis methods
• Experience supporting mitigation strategy development with project controls
• Track record maintaining risk registers and cost forecasts
• Proficiency with MS Office (Excel, Outlook, Word, PowerPoint)

Responsibilities

• Collect and validate cost and risk data from contractors and teams to support risk analysis
• Analyze cost drivers, escalation trends, and market conditions affecting budgets and risk exposure
• Develop preliminary cost models and scenario analyses using established methodologies
• Integrate risk outputs into cost estimates, forecasts, and contingency positions
• Track risk mitigation actions with owners, estimating, and scheduling teams to keep data current
• Maintain the program risk register and supporting cost documentation for auditability
• Evaluate submittals for completeness and alignment with requirements
• Prepare risk and cost reports, dashboards, and briefing materials for senior leadership
