Cost Manager / Quantity Surveyor - Data Center Construction

Full-time

Turner & Townsend is looking for a Cost Manager / Quantity Surveyor to support construction cost services on large‑scale, multi‑site data center campus developments across the Phoenix, AZ area. These projects include multiple high‑capacity facilities, associated site infrastructure, and phased construction delivery within a rapidly growing regional construction market.

The ideal candidate will be driven, detail‑oriented, and committed to delivering high‑quality cost management while promoting Turner & Townsend’s purpose and values.

Responsibilities

• Advising client on procurement strategies, managing vendor prequalification, assessing proposals, bids, and bid leveling documents, and supporting contractor appointment processes.
• Managing estimating services across full project scope, including developing and reviewing estimates, presenting cost plans, and validating vendor pricing against benchmark data.
• Leading cost reporting by establishing reporting schedules, reviewing forecasts, managing budgets, and maintaining commercial risk registers.
• Managing cost control processes, including payment application reviews, contractor entitlement recommendations, and change order assessments.
• Supporting dispute prevention and resolution related to payments, change orders, and contracts.
• Managing and monitoring invoicing processes.
• Benchmarking cost performance across similar projects and programs.
• Leading final accounting, post‑contract audits, and project close‑out activities.
• Facilitating post‑project reviews and incorporating lessons learned into best practices.
• Developing and maintaining project handover procedures.
• Utilizing cost management tools including bid analysis, change control documentation, and estimating software.
• Adhering to SOX control responsibilities where applicable.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or related field.
• 3–5 years of experience in construction cost management.
• Experience supporting medium to large‑scale construction projects, with data center, industrial, or mission‑critical projects considered advantageous.
• Construction consultancy experience strongly preferred.
• RICS accredited or working toward accreditation is preferred.
• Strong knowledge of procurement, value management, and cost control practices.
• Strong communication and stakeholder management skills.
