Job summary

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to support a large-scale data center construction project in Glendale, AZ. You will manage cost estimating, reporting, and controls throughout the project lifecycle, partnering with clients, contractors, and project teams to ensure successful delivery.

The role requires a driven, client-focused professional with 3-5 years of cost management and quantity surveying experience in complex construction environments.

Qualifications

  • Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or related field.
  • 3-5 years of experience in cost management, quantity surveying, or commercial role in construction.
  • Experience with medium to large-scale construction, preferably data centers, industrial, or commercial environments.
  • RICS accreditation valued or working toward it.
  • Knowledge of procurement strategies, estimating, and value engineering.
  • Strong communication, analytical, and stakeholder management skills.

Responsibilities

  • Advise client on strategies, vendor prequalification, and bid processes; chair bid interviews and manage appointments.
  • Develop project estimates covering construction, fees, direct work, and other costs; review estimates from juniors.
  • Present estimates and value engineering recommendations to the client; review costs with vendors.
  • Establish cost reporting schedules; review forecasts and budgets; maintain risk registers.
  • Oversee cost control: payment assessments, change orders, and contract disputes handling.
  • Manage invoicing and final accounting processes; conduct lessons-learned reviews after project close.

Turner & Townsend are looking for a Cost Manager / Quantity Surveyor to support the delivery of a large-scale mission-critical data center construction project. This role will provide cost management and commercial support throughout the project lifecycle, partnering with clients, contractors, and project teams to help deliver complex construction programs successfully.

Responsibilities
  • Advising client on strategies, managing prequalification of vendors, assessing proposals, bids, and bid levelling documents, making final recommendations to the client, attending & chairing bid interviews, and managing appointment process.
  • Manage estimating services for full project by developing project estimates (relating to construction, fees, direct work and other costs), reviewing estimations prepared by junior team members, presenting estimates to client, presenting value engineering recommendations and risk assessments to client, meeting with vendors to review, validate, and challenge costs, and reviewing estimates by utilizing benchmark data collected from other projects.
  • Manage cost reporting by establishing reporting schedule, reviewing & presenting cost reports and forecasts, reviewing project budget & spend forecast with the client, developing & maintaining commercial risk register, and hosting periodic meetings with project team & vendors.
  • Manage cost control process by reviewing payment application assessments prepared by junior team members, liaising with project managers to recommend contractor entitlements, reviewing requests for change orders from vendors & making recommendations to client, and using dispute prevention/management/resolution procedures to manage payment requisitions, change orders, and contractual disputes.
  • Manage & monitor invoicing process.
  • Benchmark performance against other successful commissions.
  • Manage all facets of the final accounting process and post-contract audits and account closeouts.
  • Hold post-contract reviews with the client to establish a lessons learned document and apply findings to future project delivery.
  • Develop procedures governing project handover.
  • Perform all the duties above through the use/preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
  • SOX control responsibilities may be part of this role and are to be adhered to where applicable.
Qualifications
  • Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related construction field.
  • Minimum 3-5 years of relevant experience in a cost management, quantity surveying, or commercial role within the construction industry.
  • Experience supporting medium to large-scale construction projects, preferably within mission-critical, data center, industrial, commercial, or similar complex construction environments.
  • Construction consultancy experience is strongly preferred.
  • RICS accredited or working toward accreditation is valued.
  • Good knowledge of construction industry technical matters, including procurement strategies, value management, estimating, and value engineering.
  • Strong communication, analytical, and stakeholder management skills.
