Job summary

Turner & Townsend in Boston is seeking a Cost Manager / Quantity Surveyor to join our cost management team and support a broad portfolio of construction projects for key clients. You will lead cost estimating, benchmarking, and commercial controls from early concept through to post-project close.

The ideal candidate has a bachelor’s degree in a construction field and 3–5 years of relevant experience, with strong communication and stakeholder management skills.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related field.
• 3–5 years of cost management or quantity surveying experience in construction.
• RICS accreditation is valuable.
• Experience supporting cost management on medium to large-scale projects.
• Construction consultancy experience preferred.
• Knowledge of procurement routes, value management, and value engineering.
• Strong communication and stakeholder management skills.

Responsibilities

• Advise clients on cost and procurement strategies and manage vendor prequalification.
• Develop project estimates for construction, fees, direct costs, and other expenses.
• Review and present cost estimates to clients and provide value engineering.
• Manage cost reporting, budgets, and forecasts with the client.
• Oversee cost control including change orders and contractor entitlements.
• Ensure invoicing aligns with project delivery and controls.
• Benchmark performance with similar projects to drive best practices.
• Lead final accounting and post-contract closeouts.
• Conduct post-contract reviews to capture lessons learned.
• Develop handover procedures for various delivery methods.
• Prepare Bid Analysis Sheets and use Cost Estimating / Take-off software.

Job Description

BTurner & Townsend are looking for a Cost Manager / Quantity Surveyor to join our Boston team and support construction cost services across a diverse portfolio of projects for our key clients. The ideal candidate will be driven and promote our Turner & Townsend purposes and values.

Responsibilities

• Advise clients on cost and procurement strategies, manage prequalification of vendors, assess proposals, bids, and bid levelling documents, make final recommendations to the client, attend and chair bid interviews, and manage the appointment process.
• Manage estimating services for full project lifecycles by developing project estimates (relating to construction, fees, direct work, and other costs), reviewing estimations prepared by junior team members, presenting estimates to clients, providing value engineering recommendations and risk assessments, meeting with vendors to review, validate, and challenge costs, and utilizing benchmark data from similar projects.
• Manage cost reporting by establishing reporting schedules, reviewing and presenting cost reports and forecasts, reviewing project budgets and spend forecasts with the client, developing and maintaining commercial risk registers, and hosting periodic meetings with project teams and vendors.
• Manage cost control processes by reviewing payment application assessments prepared by junior team members, liaising with project managers to recommend contractor entitlements, reviewing requests for change orders from vendors and making recommendations to the client, and applying dispute prevention, management, and resolution procedures across payment requisitions and contractual matters.
• Manage and monitor the invoicing process to ensure alignment with project delivery and financial controls.
• Benchmark performance against other successful commissions and comparable projects to drive best practices and consistency.
• Manage all facets of the final accounting process and post-contract audits and account closeouts.
• Hold post-contract reviews with the client to establish lessons learned documentation and apply insights to improve future project delivery.
• Develop procedures governing handover of projects across varying project scopes and delivery methods.
• Perform all duties through the preparation and use of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.

• SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related construction field.
• Minimum 3–5 years of relevant experience working in a cost management or quantity surveying role within the construction industry.
• RICS accredited or working toward accreditation is valuable.
• Experience supporting cost management on medium to large-scale construction projects.
• Construction consultancy experience is strongly preferred.
• Good knowledge of construction industry technical matters, including procurement routes, value management, and value engineering.
• Strong communication and stakeholder management skills.

The base salary range for this role is $100K-$135K USD. This range reflects the company’s good faith estimate of the base salary for this position at the time of the posting. Final compensation will be determined based on factors including experience, skills, qualifications, and internal equity. In addition to base salary, employees may be eligible for bonuses and a comprehensive benefits package.
