Job Description

Quantech is seeking energetic professionals with expertise in cost, statistical, economic, and/or quantitative analysis to support Department of Defense (DoD) acquisition programs within the United States Air Force (USAF).

As a Cost Estimator Associate, this hybrid remote position will support the Electronic Systems Directorate at Wright-Patterson AFB in Dayton, OH. The Electronic Systems Directorate is part of the Information Dominance Systems Center and will consolidate focus on Information Dominance capabilities, such as: Command, Control, Communications (C3I); Battle Management; Cyber; Electronic Warfare; Information Systems; and Enterprise Digital Infrastructure. This is an opportunity to provide cost, schedule, and risk analysis support to the successful development of cutting-edge modern IT-centric Weapon Systems.

Responsibilities include:

  1. Collaborate with a team of Quantech cost analysts & subject matter experts on a variety of projects.
  2. Develop life cycle cost estimates for DoD weapon system programs.
  3. Analyze historical data and develop analogies and cost estimating relationships using regression analysis.
  4. Understand technology trends and analyze impact on cost.
  5. Analyze software program progress tracking tools (JIRA, Microsoft TFS, etc.) and develop metrics and insights for program managers.
  6. Interview functional specialists in support of estimating methodology development.
  7. Develop risk distributions for cost driver variables & cost estimating relationship equations.
  8. Analyze program schedules and quantify schedule uncertainty.
  9. Study, analyze, and develop metrics for complex modern software development programs.
  10. Build complex spreadsheet-based program cost models used as decision analysis tools.
  11. Apply statistics concepts to quantify the probability of success for program budget and schedule plans.
  12. Conduct business case analyses, trade studies, and economic analyses.
  13. Assist program managers in development and execution of contract strategies and program plan.
Job Requirements

BA/BS in relevant functional field.

Bachelor’s or Master’s Degree in a related field and at least three years of experience in the respective technical/professional discipline being performed, three of which must be in the DoD.

Minimum years of functional experience in DoD - 5 years.

Cost analysis experience or relevant experience in quantitative analysis positions (economic analysis, analytics, statistics, regression).

Proficient in analyzing datasets and developing statistical models, but also able to tackle problems by thinking outside of the box.

Technical fast learner with the ability to communicate with multiple functional teams to gather (programmatic/technical) data and translate it into cost impacts for the government.

Experienced problem solver, comfortable working in ambiguous environments with the ability to lead financial focused conversations with cross-functional teams.

Approachable team player with the skillset to successfully work on a variety of projects and take direction from multiple sources at once.

Experience/coursework using data science, machine learning, visualization, and business intelligence tools a plus.

Hybrid remote- 2 days onsite and 3 days telework.
