Job summary

Tesla Laboratories, Inc. is seeking a Cost Estimator to support NAVFAC Northwest Design Division projects in the Puget Sound area.

You will perform facilities cost estimating, cost/schedule/risk analysis, and life cycle cost assessments to support Design-Bid-Build and Design-Build efforts. The role emphasizes coordinating with government clients, producing technical reports, and delivering briefs for project teams and base personnel.

Qualifications

  • Minimum of 3 years of Construction Estimating experience.
  • It is highly desirable to have a background in an engineering-related field.
  • Demonstrated knowledge of broad-based engineering principles and versed in the discipline being hired.
  • Sound understanding of technical concepts, principles, and practices applicable to multi-disciplined engineering project design.

Responsibilities

  • Perform facilities cost estimating tasks, including basis of cost documentation and market research.
  • Cost/schedule/risk analysis and crew projections.
  • Quantity take-offs and constructability reviews of engineering documents.
  • Life cycle cost analysis of projected alternative systems.
  • Coordinate with team members to execute project scope and track budget execution.
  • Create project technical dashboard reports via Microsoft Power BI, Excel, and Project.
  • Provide technical reviews to minimize project delays within deadlines.
  • Review RFIs, designs, submittals, and cost proposals for compliance with requirements.
  • Prepare and deliver briefs and monthly status reports; ensure timely submission of submittals.

Tesla Laboratories is seeking a Cost Estimator to support Design Technical Support (DTS) services for the Naval Facilities Engineering Systems Command Northwest (NAVFAC NW), Planning Design and Construction Directorate, Design Division (PDC4). This position supports the existing NAVFAC workforce and provides increased capability for Design-Bid-Build and Design-Build projects and associated efforts undertaken by NAVFAC Northwest customers within the NAVFAC Northwest Area of Responsibility (Puget Sound area).

Perform facilities cost estimating tasks, including:
  • Basis of cost documentation, industry and market research.
  • Cost/schedule/risk analysis and crew projections.
  • Quantity take-offs and constructability reviews of engineering documents.
  • Life cycle cost analysis of projected alternative systems.
In addition, the Cost Estimator will:
  • Coordinate with team members to execute project scope, create/manage schedules, and track/brief budget execution in conformance with project and customer requirements.
  • Create project technical dashboard reports via Microsoft software (Power BI, Project, Excel, etc.).
  • Facilitate the minimization of project delays by providing technical reviews and recommendations within predetermined timeframes.
  • Research codes, guidance, policies, procedures, processes, criteria, and federal laws/regulations, and provide sound technical recommendations both verbally and in writing.
  • Apply innovative technical principles, practices, and theories to the resolution of technical issues.
  • Coordinate with the Government client, NAVFAC team members, leadership, project stakeholders, and various regulatory agencies.
  • Coordinate and facilitate meetings, make recommendations based on project requirements, coordinate workflow processes, schedule/coordinate Plans of Action and Milestones (POAMs), and effectively communicate findings to project personnel; provide written minutes for all meetings.
  • Review technical reports, RFIs, designs, design changes (design-build and design-bid-build), project deliverables, submittals, and cost proposals from contractors to ensure compliance with customer and RFP requirements.
  • Provide technical support for review of the commissioning plan, design and construction submittals, and field inspections.
  • Provide technical support for construction field activities.
  • Provide a summary of accomplishments during weekly meetings and in a prepared monthly status report.
  • Provide weekly reports documenting technical engineering support and quality assurance on each assigned project, including status, issues, costs, schedule, and findings/observations/recommendations/data collected.
  • Prepare reports, Requests for Proposals, and/or scopes of work in the required format, including applicable attachments, and participate in briefings/conferences.
  • Prepare and deliver briefs supported by necessary project documentation to project team members, base personnel, and senior management.
  • Ensure timely submission of submittals, reviews, and recommendations.

Experience: Minimum of 3 years of Construction Estimating experience performing the tasks described above.

It is highly desirable to have a background in an engineering-related field.

Demonstrated knowledge of broad-based engineering principles and versed in the discipline being hired.

Sound understanding of technical concepts, principles, and practices applicable to multi-disciplined engineering project design.
