Job summary

World Wide Professional Solutions is seeking a Cost Engineer - Mechanical/Process Piping to join our team in Peoria, Arizona. This onsite role delivers cost engineering, forecasting, and commercial support across design, procurement, construction, and turnover for a confidential semiconductor project.

The successful candidate will manage budgets, change orders, earned value, and payment validation, while coordinating with engineering, procurement, and field teams to ensure accurate cost control

Qualifications

  • 5–7 years in cost engineering or project controls for mechanical or process piping.
  • Experience with semiconductor fab or mission-critical projects preferred.
  • Able to read P&IDs, isometrics and mechanical drawings.
  • Experience with earned value management and cost forecasting.
  • Strong Excel and reporting skills; Power BI preferred.
  • Onsite Peoria, AZ work experience desired.

Job description

WORLD WIDE PROFESSIONAL SOLUTIONS is a project solutions organization committed to implementing lean constructions, collaborative contracting, and execution approaches to enable breakthroughs in performance.

WWPS is seeking a Cost Engineer - Mechanical/Process Piping to join our growing team in Peoria, Arizona. This onsite role will support a confidential semiconductor project as part of the owner's representative team. The successful candidate will provide cost engineering, forecasting, quantity validation, change management, and commercial support for mechanical and process piping scopes across design, procurement, construction, commissioning, and turnover.

RESPONSIBILITIES
  • Serve as the owner's representative cost engineer for assigned mechanical and process piping work packages.
  • Develop and maintain budgets, commitments, actual costs, accruals, forecasts, contingencies, and estimate at completion by area, system, bid package, and contractor.
  • Prepare accurate monthly cost reports that identify variances in commitments, earned value, installed quantities, changes, and forecasted final cost against approved budgets.
  • Reconcile project controls data with the client's fiscal, procurement, and financial control systems.
  • Analyze project funding requirements through estimates, cost forecasts, trend analysis, and accrual of actual costs.
  • Maintain realistic forecasts and clearly communicate emerging cost exposure, commercial risk, and potential budget impacts.
  • Support bid phase activities, including scope reviews, bid leveling, commercial evaluations, clarifications, and recommendations for award.
  • Review contractor proposals, change orders, claims, and requests for equitable adjustment for scope, quantities, labor, equipment, material, indirect costs, markups, and schedule impacts.
  • Validate payment applications and progress billings against approved schedules of values, installed work, stored materials, and supporting documentation.
  • Maintain change logs, trend logs, commitment records, procurement status, and cost reports for assigned work packages.
  • Apply earned value and quantity based progress measurement to monitor budget, actual cost, forecast cost, labor hours, productivity, and physical percent complete.
  • Develop risk based cost contingencies and support cost reduction, cost avoidance, and value improvement initiatives.
  • Present cost analyses, forecasts, variances, and recommendations to project leadership and client stakeholders in a clear and concise manner.
  • Coordinate with construction management, engineering, scheduling, procurement, finance, contractors, suppliers, and commissioning teams.
  • Contribute to standardization and continuous improvement of cost engineering tools, processes, reports, and data quality.
MECHANICAL AND PROCESS PIPING SCOPE
  • Review and interpret process flow diagrams, piping and instrumentation diagrams, mechanical plans, piping plans, isometrics, specifications, equipment lists, vendor data, and BIM or VDC models to understand cost and scope.
  • Develop and validate quantity based cost tracking for pipe by size, material, and specification, as well as fittings, valves, supports, weld inches, specialty components, insulation, heat tracing, testing, flushing, cleaning, and system turnover.
  • Support cost control for semiconductor facility systems that may include ultra pure water, process cooling water, chilled water, condenser water, heating water, compressed dry air, process vacuum, bulk gas, specialty gas, chemical distribution, process drains, wastewater neutralization, and utility equipment connections.
  • Track contractor labor hours, crew productivity, installed quantities, material utilization, shop fabrication, field installation, equipment setting, tie ins, and completion status.
  • Evaluate cost impacts associated with routing changes, design development, congestion, access constraints, shutdowns, phased releases, field conditions, rework, testing requirements, and startup sequencing.
  • Assess scope boundaries and cost ownership across base build, central utility systems, process utility distribution, tool install, tool hookup, vendor supplied equipment, and contractor furnished materials.
  • Validate estimates and change proposals using drawings, quantity takeoffs, historical cost data, unit rates, labor productivity, vendor quotations, and current contract terms.
  • Monitor procurement and cost exposure for long lead mechanical and piping materials, including pipe, valves, specialty components, supports, skids, pumps, heat exchangers, and packaged equipment.
  • Partner with mechanical construction managers, process engineers, tool install teams, quality teams, and commissioning personnel to align forecast assumptions with field execution and turnover plans.
  • Support closeout by reconciling final quantities, commitments, change orders, claims, accruals, and remaining cost to complete.
REQUIRED QUALIFICATIONS
  • Minimum of 5 to 7 years of related experience in cost engineering, estimating, quantity surveying, project controls, or commercial management for mechanical or process piping construction.
  • Demonstrated experience supporting mechanical trade packages, process utility systems, or high purity piping scopes on complex industrial construction projects.
  • Working knowledge of construction means and methods, piping materials and specifications, quantity takeoffs, labor productivity, subcontractor pricing, and change order analysis.
  • Ability to read and understand piping and instrumentation diagrams, piping plans, isometrics, mechanical drawings, specifications, and equipment information.
  • Semiconductor fab, cleanroom, microelectronics, advanced manufacturing, pharmaceutical, biotech, battery, data center, or other mission critical project experience is preferred.
  • Experience with project and cost management systems such as EcoSys, SAP, Oracle, Prolog, or similar platforms.
  • Strong Microsoft Excel skills. Experience with Power BI or similar reporting tools is preferred.
  • Ability to develop and apply earned value management, quantity based progress measurement, forecasting, and trend analysis.
  • Excellent analytical, organizational, written, and verbal communication skills.
  • Ability to work onsite in Peoria, Arizona and collaborate effectively in a fast paced project environment.
REGISTRATIONS AND CERTIFICATIONS
  • CCP, CEP, CCE, CCEA, CCC, MRICS, or equivalent cost engineering or quantity surveying certification is preferred.
EDUCATION
  • Bachelor's degree in Mechanical Engineering, Construction Management, Engineering, Architecture, or another construction related discipline is preferred. Equivalent mechanical construction and cost engineering experience will be considered.
