Job description

Role Description

Arcadis is seeking a highly skilled and motivated Cost Engineer to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long‑term reliability of the Northeast Corridor. The project encompasses the construction of a new, two‑track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113‑year‑old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role Accountabilities
  • Verify contractor invoices for accuracy and compliance.
  • Track and analyze project costs, comparing budgeted costs to actual expenditures and earned values.
  • Generate detailed monthly reports for upper management and stakeholders, highlighting cost variances, performance indices, and forecasts.
  • Use tools such as Power BI and Excel to visualize data and ensure that it accurately reflects the project's financial health.
  • Input and manage cost‑related data in PMIS platforms such as E‑builder, Unifier, or Kahua.
  • Maintain data accuracy and consistency across systems, understanding system structures, workflows, and data dependencies.
  • Oversee data imports and exports between PMIS and other data management tools such as Access and Excel.
  • Work closely with project managers to establish and manage the project budget, tracking expenditures and adjusting forecasts as needed.
  • Monitor budget trends and analyze expenditures against the forecast to identify potential risks or opportunities.
  • Act as the primary point of contact for cost‑related inquiries, ensuring clear and concise communication with various project stakeholders.
Required Qualifications
  • Bachelor’s degree in Engineering, Construction Management, or a related field.
  • Minimum of 10 years of experience managing cost on large‑scale infrastructure and transit projects.
  • Experience with Kahua, Sage, Unifier, and E‑builder.
Key Skills and Abilities
  • Excellent communication skills, with the ability to present data clearly and concisely.
  • Experience managing costs on large‑scale federal programs and generating monthly financial reports to ensure federal regulations.
Preferred Qualifications
  • Certified Cost Engineer (CCE) preferred.
