Job summary

PCL Industrial Construction Co. in Houston, TX is seeking a Cost Engineer to provide accurate cost reporting and forecasting that enable project teams to manage risk and maximize profitability.

The role requires extensive cost control experience in EPC/O&G construction, strong planning and scheduling skills, and a BS degree in a related field is an asset. This position offers opportunities for growth within a 100% employee-owned organization.

Qualifications

  • Minimum of 5 years related experience in EPC O&G construction.
  • Experience in cost controls and forecasting for downstream projects.
  • BS degree in a related field is an asset.
  • Strong organizational skills and ability to meet deadlines.
  • Proficient with MS Office and cost analysis tools.

Responsibilities

  • Provide accurate cost reporting and forecasting to enable project teams to manage risk and profitability.
  • Coordinate and direct cost control activities across downstream construction projects.
  • Assist in change order estimates, change requests, and management of changes throughout the project lifecycle.
  • Ensure cost control policies and procedures are implemented and monitored on projects.
  • Analyze, trend and communicate schedule and progress information through graphs and reports.
  • Review earned value reports with the Project Manager for accuracy.
  • Create and maintain WBS and coordinate work packages with field departments.
  • Track field progress and productivity measurement systems; monitor budgets with the Project Controls Manager.
  • Prepare weekly and monthly project reports for management.

Here’s how a Cost Engineer for PCL Industrial Construction Co. within US PICCo contributes to our team:
  • Responsible for activities related to project cost controls on downstream construction projects.
  • Coordinates and directs efforts to ensure optimum costing and coordination of projects to ensure the company meets our and customer expectations.
  • Assists in generating change order estimates, creation of change requests, processing of change orders, and management of change throughout the project lifecycle
  • Ensure site project cost controls policies and procedures, consistent with department policies, are implemented and monitored throughout the duration of the project.
  • Analyze, trend and communicate schedule and progress information to project personnel through useful graphs and summary reports.
  • Review the earned value progress report with the PC Manger and ensure accuracy of the report.
  • Creation and maintenance of the WBS and coordination of work packages. Develop work planning with field departments and hold regular field progress meetings as required.
  • Track field progress and review the field progress and productivity measurement systems.
  • Monitor project budgets with the Project Controls Manager.
  • Creation and review of project cost forecasts utilizing cost to date, rates of placement, productivity of direct hire trades, etc.
  • Prepare weekly and monthly project reports for the manager.
Qualifications
  • Minimum of 5 years related experience.
  • EPC O&G Construction experience required.
  • BS degree in related field an asset.
  • Previous experience and knowledge of planning, scheduling, progress measurement, cost analysis and cost forecasting.
  • Must be well organized with good time management skills and a strong bias for action to meet goals and deadlines.
  • Solid computer skills with experience in MS Office.
