Project Overview:

Bechtel’s Manufacturing & Technology (M&T) Business Unit is designing and building an Active Pharmaceutical Ingredient (API) Manufacturing Facility located at Generation Park in Houston, TX. M&T is an exciting and growing business unit that serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets. Job Summary:

In this role, you will be responsible for the cost engineering and cost analysis/control activities for projects with significant non-routine requirements which require a high degree of technical skill. You will prepare cost reconciliations, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges. #LI-SM2

Major Responsibilities:
  • Establishes, maintains, and monitors project budgets, change management, cost monitoring, cost variance analysis, quantity and craft labor reporting (QURR), and other periodic cost reports.
  • Verifies consistency with previous reports to ensure compatibility and accuracy.
  • Prepares and ensures the accuracy of project cash flow and revenue earnings.
  • Assists with PwC semiannual project audits.Ensures accuracy in the cost coding of budgets and actual costs.
  • Performs budget allocations in accordance with prescribed standards and procedures.Identifies trends and supports the change control program.
  • Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons.
Education and Experience Requirements:
  • Requires bachelor's degree (orinternational equivalent) and 8-10 years ofrelevant experience or 12-14 years of relevantwork experience
Required Knowledge and Skills:
  • Extensive experience implementing change management processes and tools, performing cost trend estimates in support of project cost trend programs, and interfacing with schedule and cost systems.
  • Strong interpersonal and written/verbal communication skills, with the ability to understand and interpret technical and non-technical scope impacts for trend and baseline change documentation.
  • Demonstrated experience executing, monitoring, and evaluating cost engineering activities, including cost estimating, cost control, and cost analysis.
  • Thorough knowledge of financial reporting systems and controller account codes, along with a solid understanding of Controller instructions that affect Project Controls.
  • Ability to independently provide guidance, training, and coaching to junior Cost Engineers with diverse backgrounds and experience levels.
  • Experience preparing cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons. Ability to develop innovative techniques to meet specific project needs.
  • Demonstrated flexibility and responsiveness to urgent project requests and changing priorities.
