Job summary

Parsons is seeking a highly skilled Cost Engineer to coordinate estimates and ensure quality control for cost estimates on bid and negotiated projects. The role oversees change management logs and maintains funding validations for change orders and work orders.

You will support the Cost Control Manager and collaborate with Resident Engineers and Estimators to prepare, review, and track cost data, ensuring alignment with contract documents and master schedules.

Job Description

Parsons is looking for an amazingly talented Cost Engineer to join our team! In this role The Cost Engineer is Responsible for coordination of estimates to assure quality control and timely completion of indirect and direct cost estimates of all bid and negotiated projects. Oversees the use and maintenance of change management logs.

What You'll Be Doing

• Works under direction of the Cost Control Manager to support the planning, coordination, and evaluation of the project financial and status reports, and presentations.
• Communicates promptly and effectively to requests for response, research and information, gathers answer through communications with department staff.
• Responsible and accountable for tracking the approved contract budgets and for issuing appropriate progress reports as required.
• Reviews monthly cost reports generated by the contractor and reconciles with current contractual documents
• Reviews funding availability and validates funding of change orders, supplemental agreements, and work orders.
• Assists on a continual basis in the analyses and appraisals of contract costs.
• Reviews cost proposals from contractor to verify basis of estimated cost, including pricing structure, level of effort, material pricing, and associated direct/indirect costs.
• Tracks project budgets including allowances, schedule of values, owner and contractor contingency funds. Facilitates paperwork for proper transfer of funding items as required by the contract type.
• Other tasks as may be assigned.

What Required Skills You'll Bring

• Develops, implements, and maintains change management control logs for use by Resident Engineers, Assistant Resident Engineers, Project Engineers, and Office Engineers.
• Assist Area Construction Managers, Resident Engineers, Schedulers and Estimators in the evaluating contractor change notice documentation.
• Assist Area Construction Managers, Resident Engineers, Assistant Resident Engineers, as requested, in the negotiation of contract changes.
• Coordinate with and assist Senior Scheduler in the development of Master Schedules.
• Participate in constructability reviews as directed.
• Participate in the preparation of cost estimates as requested to support the evaluation of construction changes.
• Demonstrated ability to work collaboratively in cross-functional teams
• Manages Construction contract budget documents

EDUCATION

University degree in Engineering or Construction Management or related field, or equivalent experience

CERTIFICATION / TRAINING

Cost control certifications, such as CCP, are a plus.

EXPERIENCE

Entry level - College degree or 4 years' experience.
Advanced - Minimum of five (5) plus years of related Project Controls or Cost Controls experience

Salary Range: $74,800.00 - $130,900.00
