*TARGET HIRING RATE: $30.77 PER HOUR* *THIS POSITION IS GRANT-FUNDED WITH FUNDING IN PLACE THROUGH JUNE 30, 2028*

Position is responsible for assisting the Criminal Justice Programs Manager in the administration, coordination and continued development of jail behavioral health, substance use treatment, reentry and programming initiatives. This position works collaboratively with correctional staff, medical and behavioral health providers, courts, community agencies, volunteers, and other partners to strengthen continuity of care, improve successful community reentry, and reduce recidivism.

Bachelor’s Degree from an accredited college or university is required. A minimum of three (3) year’s work related experience is required. Must have a valid Ohio driver's license. Must meet and maintain qualifications for driving on county business at all times. Work requires a strong collaborative approach, as well as effective communication and negotiation skills.

ESSENTIAL JOB FUNCTIONS:
  • Assist with the administration, coordination, and implementation of programs and initiatives managed by the Jail Programs Division.
  • Assist with Delaware County’s Stepping Up initiative and other criminal justice, behavioral health, reentry, and community-based initiatives.
  • Coordinate services and operational activities for the jail's Medication-Assisted Treatment (MAT) program in collaboration with the jail physician, nursing staff, behavioral health clinicians, community treatment providers, recovery organizations, and other partners.
  • Assist with MAT-related service coordination, referrals, treatment engagement, discharge planning, community provider connections, and identification of barriers that may interfere with continuity of care following release.
    • Coordinate and support jail programs, including educational, behavioral health, substance use, recovery, life-skills, reentry, faith-based, volunteer, and other approved programming.
    • Recruit, screen, orient, train, coordinate, and support jail volunteers and community organizations providing approved programs and services within the facility.
    • Develop and maintain jail programming schedules and coordinate program access with correctional staff to support the safe and efficient delivery of services.
    • Maintain the ability to work effectively and professionally within a correctional environment.
    • Identify incarcerated individuals who may benefit from available jail or community-based programs, and facilitate appropriate referrals based on individual needs and program eligibility.
    • Facilitate approved educational, cognitive-behavioral skill-building, life-skills, recovery, and substance use education groups consistent with position qualifications and established curriculum.
    • Respond professionally to inmate requests and concerns related to jail programming, and assist with public or community inquiries regarding approved programs and services.
    • Maintain accurate and confidential participant, program, volunteer, referral, and operational records in accordance with applicable laws, policies, confidentiality requirements, and Sheriff’s Office procedures.
    • Develop and maintain relationships with courts, probation, community supervision agencies, behavioral health providers, substance use treatment providers, recovery organizations, housing providers, workforce organizations, social service agencies, faith-based organizations, and other community partners to improve communication, coordination, continuity of care, and successful transition from incarceration to the community.
    • Assist with tracking and compiling program data, including participation, service utilization, outcomes, treatment engagement, recidivism, referrals, and other identified performance measures.
    • Assist individuals with connections to resources related to behavioral health treatment, substance use treatment, recovery support, housing, employment, education, transportation, benefits, and other identified reentry needs.
    • Support coordination of other behavioral health and substance use initiatives administered through the Programs Division.
    • Assist with program evaluation, quality improvement, grant reporting, funding justification, accreditation-related activities, and long-term sustainability planning.
    • Conduct community education and outreach regarding jail programs, Stepping Up, behavioral health initiatives, MAT, reentry services, volunteer opportunities, and other Programs Division initiatives as assigned.
    • Assist with special projects, grant-funded initiatives, community collaborations, events, and new program development within the Programs Division.
    • Participate in multidisciplinary meetings, program planning, workflow development, and problem-solving involving correctional staff, healthcare providers, behavioral health providers, community agencies, and other stakeholders.
    • Operate computers, electronic records systems, jail-management systems, standard office software, and other technology necessary to perform assigned responsibilities.
    • Other duties as assigned.
  • NON-ESSENTIAL JOB FUNCTIONS:
    • Performs related non-essential functions as needed.

  • Knowledge of or ability to develop knowledge of criminal justice systems, correctional operations, courts, probation, community supervision, and related community systems.
  • Knowledge of or ability to develop knowledge of Delaware County Sheriff's Office policies, procedures, organizational structure, and applicable correctional standards.
  • Knowledge of or ability to develop knowledge of behavioral health, substance use disorders, medication-assisted treatment, recovery services, reentry, and community-based resources.
