Job summary

State of West Virginia in Charleston is seeking a Hearing Officer to conduct and render decisions in formal inmate disciplinary hearings. You will schedule and conduct administrative fact-finding hearings on disciplinary reports, including alleged misconduct.

The role requires independent judgment, strict adherence to established guidelines, and the ability to supervise support staff. Rulings may be appealed to the institution superintendent and the Commissioner of Corrections.

Qualifications

• Bachelor's degree from an accredited four-year college or university with a degree in criminal justice, corrections, social work, or related behavioral science field.
• Two years of fulltime or equivalent part-time paid professional experience in a corrections, probation/parole, law enforcement, social work, recreation, or legal environment.
• Doctor of Jurisprudence degree from an accredited four-year college or university may substitute for the required training and experience.
• Master's degree from an accredited college or university in criminal justice, corrections, social work, or related behavioral science field may substitute for the required experience on a year-for-year basis.

Job description

Under general supervision, conducts and renders decisions in formal inmate disciplinary hearings in a state correctional facility. An employee in this class is responsible for scheduling and conducting administrative fact-finding hearings on disciplinary reports issued to inmates for alleged commissions of misconduct, including criminal acts. Duties may include supervision of a bailiff and office assistant in preparation of documents, hearing procedures and hearing related activities. Exercises general independence and judgment in evaluating testimony, evidence and rendering decisions based upon established detailed guidelines and regulations. All rulings are appealable to the institution superintendent who must approve any loss of inmate good time credit. Work is performed with considerable independence but is subject to review upon completion by the institution Superintendent and the Commissioner of Corrections. Performs related work as required.

This position will be responsible for inmate disciplinary hearings at Charleston Correctional Center and Jail.

In accordance with SPB 3088 effective 10/7/23:

• $5000 will be added to the minimum starting rate of pay for all classifications within a Critical Vacancy Pay Supplemental Facility. Critical Vacancy Pay Facilities: Huttonsville Correctional Center and Jail, Mount Olive Correctional Complex and Jail, Western Regional Jail and Corrections Facility, Northern Correctional Facility (including Ohio County Correctional Center), Northern Regional Jail and Correctional Facility, Chick Buckbee Juvenile Center, Vicki Douglas Juvenile Center, Potomac Highlands Regional Jail and Correctional Facility, and Eastern Regional Jail and Corrections Facility (including Martinsburg Correctional Center) (SPB 3088)
• Employees in this classification shall receive an annual base building pay differential each fiscal year of $250 after completing one year of service.
• If an employee is hired into a Critical Vacancy Pay Facility (CVPF) and leaves the facility, the additional pay differential of $5,000 shall be removed from their salary, unless transferring to another CVPF.

Training: Bachelor's degree from an accredited four-year college or university with a degree in criminal justice, corrections, social work, or related behavioral science field.

Substitution: Additional qualifying experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Two years of fulltime or equivalent part-time paid professional experience in a corrections, probation/parole, law enforcement, social work, recreation, or legal environment.

Substitution: Doctor of Jurisprudence degree from an accredited four-year college or university may substitute for the required training and experience.

OR
