Summary
- Lead the enterprise-wide cloud strategy and architecture in a highly regulated healthcare environment.
- Govern multi‑cloud architecture across Microsoft Azure, AWS, and Google Cloud, ensuring risk‑managed, financially governed, and compliant deployments.
- Build and manage the Cloud Enterprise Architecture team and define the organization’s cloud financial management (FinOps) framework.
- Collaborate with AI, Data, Cybersecurity, Application, Infrastructure, Finance, Legal, Compliance, Privacy, and Risk Management leaders to align cloud initiatives with organizational priorities.
- Advise on vendor relationships, procurement, and technology investments to support enterprise AI, GenAI, data platforms, and research computing.
Responsibilities
- Define and own the enterprise Cloud Strategy and govern the use of multiple cloud providers.
- Build, lead, and develop the Cloud Enterprise Architecture team, including talent development and succession planning.
- Develop and execute a multi‑year Enterprise Cloud Architecture roadmap aligned to investment planning and value realization.
- Establish reference architectures, design standards, and adoption guardrails for Azure as the primary cloud platform and govern the use of AWS and Google Cloud.
- Own cloud governance processes, policy frameworks, and architectural decision records across all organizational domains.
- Own Cloud Financial Management strategy, including cost transparency, optimization frameworks, chargeback, and reporting to senior leadership and Finance.
- Ensure compliance with HIPAA, healthcare data privacy requirements, and applicable regulatory and audit standards.
- Partner with Information Security, Privacy, Legal, Compliance, and Risk Management to establish and maintain cloud security and compliance controls.
- Collaborate with Security leaders on identity and access management, network segmentation, data residency, and cloud security baseline requirements.
- Work with the Enterprise AI Architecture leader to support AI and GenAI workloads, GPU compute, and MLOps/LLMOps needs.
- Ensure architecture standards support enterprise data platforms, clinical application hosting, research computing environments, and digital health delivery.
- Provide architectural review authority over vendor evaluations, negotiations, and procurement decisions.
- Represent the Cloud Enterprise Architecture function in review boards, governance committees, and executive steering forums.
- Communicate strategy, risk posture, and value realization to senior executive leadership.
- Define cloud KPIs, maturity metrics, and governance effectiveness measures; report outcomes and risks transparently.
- Monitor emerging cloud technology trends and regulatory developments; adapt the roadmap accordingly.
- Serve as a thought leader for enterprise cloud strategy in the healthcare and academic research sectors.
- Perform duties in accordance with Penn Medicine and entity values, policies, and procedures.
- Other duties as assigned to support the unit, department, entity, and health system organization.
Education or Equivalent Experience
- Bachelor's Degree in Computer Science, Computer Engineering, Information Systems, or a related field.
- 15+ years of Information Technology experience, with 5+ years in Enterprise or Cloud Architecture leadership.
- 3+ years of direct leadership of cloud strategy, architecture, or governance programs in regulated environments.
- 3+ years of direct people‑management experience, leading architects or senior technical professionals.
