Coordinator of Technology - Cybersecurity

School District Five of Lexington and Richland Counties

FLSA Status: E Pay Grade: 34 Days of Work: 240

General Summary

This position is responsible for ensuring effective integration of information technology systems and services with the information technology program and information security policy. The Coordinator of Technology - Cybersecurity is primarily responsible for protecting the District from cybersecurity threats. This involves researching trends, reviewing suspicious activities, reporting security breaches, and educating employees on cybersecurity. The Coordinator is responsible for developing and implementing an overall information security vision, strategy, and program to protect the District’s assets.

Essential Functions
  • Functions as the primary security expert, responsible for the development and maintenance of policies, standards, and processes related to the implementation of all related information technology security controls.
  • Supervises duties of assigned staff. Supervisory duties include: instructing, assigning, reviewing, and planning the work of others; maintaining standards; coordinating activities; allocating personnel; and acting on employee issues. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice, and assistance as needed.
  • Manages the network and system administrator team to include the Technology Infrastructure Specialists and Information Systems Resource Specialists.
  • Promotes and oversees strategic security relationships between internal resources and external entities, including federal, state and local government agencies, vendors, and partner organizations. Serves as the South Carolina Law Enforcement Division (SLED) Local Agency Security Officer (LASO) and South Carolina Critical Infrastructure Cybersecurity (SC CIC) Cyber Liaison Officer.
  • Develops and implements security measures, monitors for breaches, responds to incidents, and ensures compliance with policies and regulations. Responds to incidents and provides guidance to staff during security events.
  • Develops, implements, and maintains information technology solutions including Unified Threat Management (UTMs), anti-virus solutions, intrusion detection/prevention, and Data Loss Prevention (DLP) technologies.
  • Conducts regular risk assessments to identify vulnerabilities, develops mitigation plans, and provides training to staff.
  • Leads and/or directs security awareness initiatives and training.
  • Researches, evaluates, and recommends information security related hardware and software. Collaborates with technology staff in the evaluation of new software and hardware systems, particularly as they relate to security.
  • Identifies network and system vulnerabilities and develops appropriate solutions to eliminate or minimize their potential effects.
  • Assists with the implementation and maintenance of security systems and infrastructure.
  • Maintains accurate records of security incidents, risk assessments, and other relevant information.
  • Reviews new system designs and major modifications for security implications prior to implementation.
  • Investigates actual or potential information security incidents.
  • Provides technical assistance with the design, installation, operation, service and maintenance of a variety of multi-user information security systems.
  • Implements and manages the District’s virus detection systems, content filtering systems, intrusion detection/prevention systems, security incident and event management systems (SIEMs), and vulnerability management/assessment systems.
  • Establishes and maintains positive and productive relationships through ongoing dialogue within the technology department, with technology leaders, other departments, and senior management.
  • Provides status reports, manages issues, and mitigates risk, bringing issues to management as appropriate.
  • Manages vulnerability assessments and scans of the network and computer systems and makes recommendations. Performs penetration testing against the network and computer systems.
  • Assesses and communicates security risks associated with all purchases and practices performed by the District.
  • Manages continuity management plans, disaster scenarios, and incident response plans.
  • Researches and evaluates new and emerging technologies of potential benefit to district operations and programs; assists in identifying, procuring, and implementing new systems and equipment. Projects future requirements and needs for schools and the technology department. Recommends changes that will benefit the school and district.
  • Applies knowledge of principles, practices, and procedures of information security best practices and procedures to address areas such as: antivirus and endpoint management software and techniques, enterprise level web filtering software, hardware and techniques, firewalls and firewall next generation technologies, intrusion detection and prevention software and techniques, information security governance frameworks, mobile device security principals, Payment Card Industry Data Security Standard (PCI-DSS) compliance, Health Insurance Portability and Accountability Act (HIPAA) compliance, system and file encryption, systems hardware and software hardening and monitoring, operating system architecture, characteristics, commands and components applicable to District system platforms.
  • Coordinates all aspects of assigned projects and takes responsibility for completing projects on-time, to a high standard and within budget.
  • Monitors projects and problems, balances assignments and priorities, and communicates with school administrators as needed.
  • Analyzes, evaluates alternative solutions, prepares written reports and recommendations, presents recommendations, and identifies/implements the best solution for issues.
  • Assists and supports district operations as needed in support of individual departmental goals and helps align to district technology systems.
  • Receives and responds to inquiries, concerns, and complaints in areas of responsibility and provides timely and professional user support and assistance.
  • Prepares and/or processes purchase orders, schedules, technical manuals and documentation, spreadsheets, charts and graphics, technical diagrams, and various other forms, records, reports, memos, correspondence.
  • Interacts and communicates with various groups and individuals such as the immediate supervisor, other district administrators and staff, school administrators and staff, various committees, vendors/service providers, students, and the general public.
  • Provides professional development, training, and support to technology staff.
  • Performs in the absence of the Director of Technology as assigned.
  • Provides technical expertise on various committees as appropriate.
  • Attends meetings as required. Attends training, seminars and conferences, etc., as necessary to maintain and enhance job knowledge and skills.
  • Operates a variety of equipment such as computers, printers, network equipment, modems, peripherals, copier, calculator, telephone, etc.; uses clerical, copier, computer supplies, small hand tools.
  • Assists other departments as needed to ensure technology services are being delivered to the highest standard possible.
  • Performs other related duties as required.
  • Bachelor’s degree in information technology, computer science, information systems, or a related field is required.
  • Five years of experience in technology information security, policy development, and compliance.
  • Five years of experience in security best practices and application within enterprise infrastructure, networking, operating systems, and cloud environments.
  • Knowledge of security frameworks (e.g., NIST Cybersecurity Framework, ISO 27001, CIS Controls).
  • At least one of the following certifications is required; holding additional certifications listed is preferred: o Certified Ethical Hacker (CEH), GIAC General Security Essentials (GSEC), CompTIA Security+, GIAC Certified Incident Handler (GCIH), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM).
