Noblis, Inc. in Bethesda, Maryland is seeking an experienced Contract Specialist to support advanced technology and mission-driven programs. You will draft, negotiate, and administer agreements with partners across sectors, ensuring FAR compliance and robust security controls.

The role requires active TS/SCI clearance with polygraph, a related degree, and 7+ years in contract management. Travel up to 10% is possible; the environment is secure and high-stakes.

Qualifications

  • US Citizenship is required.
  • Active Top Secret/SCI clearance with Polygraph.
  • Minimum of 7 years of combined experience in contract preparation, contract award, FAR compliance, and contract package validation.
  • Experience with contracting procedures, types, and methods, including formal advertising, negotiation, fixed-price, and cost contracting.
  • Working knowledge of FAR.
  • Demonstrated knowledge of cost and price procedures and contractor evaluation.
  • Post-award management and oversight experience

Responsibilities

Noblis is seeking experienced Contract Specialist to work within a dynamic mission-oriented environment in Bethesda, Maryland.

  • Drafting, negotiating, and administering agreements with private sector, academic, and government partners to support advanced technology and innovation initiatives.
  • Ensure compliance with federal acquisition regulations (FAR) and security requirements, coordinating with program managers and legal teams, monitoring contractor performance, and mitigate risk while safeguarding sensitive information.
  • Strong analytical skills, attention to detail, and the ability to operate in secure, high-stakes environments are essential.

Travel up to 10% within US.

Lift up to 30 lbs, walk, bend, drive.

Required Qualifications
  • US Citizenship is required.
  • Active Top Secret/SCI clearance with Polygraph.
  • Bachelor's degree in Contract Management, Business Administration, Public Administration, or Acquisition Management.
  • Minimum of 7 years of combined experience in contract preparation, contract award, FAR compliance, and contract package validation.
  • Experience with the contracting process, including demonstrated knowledge of contracting procedures, types, and methods, including formal advertising, negotiation, fixed-price, and cost contracting.
  • Working knowledge of Federal Acquisition Regulation (FAR).
  • Demonstrated knowledge of cost and price procedures/techniques to assist in the evaluation of offers and responsibility of contractors on the basis of competition, historical costs, reports from auditors or technicalspecialists, contractor cost breakdowns regarding labor, materials, overhead, and profit, or other evaluation criteria and selection processes where the information is usually available.
  • Demonstrated knowledge of post-award management and oversight through closeout.
Desired Qualifications
  • Master's degree in Contract Management, Business Administration, Public Administration, or Acquisition Management.
  • Minimum of 10 years of combined experience in contract preparation, contract award, FAR compliance, and contract package validation.
  • DAWIA Level II or equivalent in Contracting or Program Management.
  • Experience with R&D contracting in the IC

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this positionis based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $75,000.00 - USD $117,225.00 /Yr.
