GovCIO is seeking a Director of Contracts to provide senior‑level leadership, oversight, and management of all contractual activities across the Veteran & Enterprise Technology Solutions (VETS) sector’s federal contract portfolio. This role ensures compliant, efficient, and strategic execution of contract administration functions while serving as the primary SME for contract interpretation, dispute resolution, scope management, and adherence to regulatory and organizational requirements. This position is fully remote within the continental United States.
Lead cradle‑to‑grave contract administration for assigned contracts and those supported by the VETS Contracts Team, ensuring timely execution, compliance, and alignment with corporate and customer objectives.
Serve as the primary contractual advisor to Program Managers and senior operations staff, guiding interpretation of terms, FAR/DFARS/VAAR requirements, flowdowns, deliverables, and performance requirements.
Maintain effective relationships with government contracting officers, CORs, prime contractors, and internal stakeholders.
Review proposals and ensure compliance with RFP requirements.
Assist Procurement and the Program Team in compliance with Contractor Purchasing System Review (CPSR) requirements.
Managing relationships with TAC/CO and supporting related communications.
Lead resolution of contractual disputes, performance concerns, and non‑compliance issues by coordinating with legal, compliance, procurement, and program leadership.
Conduct root‑cause analysis, document findings, and negotiate resolutions to protect company interests.
Support and participate in protests or claim actions when necessary.
Oversee the development, submission, and tracking of corrective action plans related to delinquent deliverables, compliance gaps, or performance issues.
Ensure alignment between operational remediation and contractual requirements.
Monitor progress of corrective actions and report status to senior leadership and customers as required.
Review all contract change requests, technical direction, and program adjustments to determine whether they fall within contract scope.
Lead development of ROMs, proposals, and modification packages for out‑of‑scope work.
Ensure proper routing, documentation, and pricing alignment prior to submission.
Serve as SME for contract interpretation, FAR/DFARS compliance, agency supplements, OCI considerations, and corporate contractual policies.
Provide expert guidance to Contract and Procurement Administrators, Capture, Operations, Program Managers, and leadership on contractual risks, mitigation strategies, and compliance concerns.
Support updates to and/or development of internal contracting policies, procedures, templates, and training.
Ensure contract files are properly maintained in accordance with regulation and corporate standards.
Lead or participate in internal and external audits (e.g., DCAA, DCMA, GSA) and prepare contractual documentation, approvals, and responses.
Oversee development and maintenance of contract briefing documents, risk registers, and award/modification packages.
Manage and mentor Contract Administrators, Senior Administrators, and Managers.
Provide training and development on negotiation, compliance, contract lifecycle management, and government acquisition regulations.
Foster collaboration between Contracts, Subcontracts, Procurement, Compliance, Program Management, and Finance.
Bachelor’s degree in Business, Contracts, Finance, or related field (Master’s preferred).
15+ years of experience in federal contracting.
Comprehensive knowledge of FAR, DFARS, VAAR, other agency supplements, OCI rules, and government acquisition lifecycle.
Proven experience resolving contractual disputes and developing corrective action plans.
Strong negotiation, communication, and stakeholder‑management skills.
