Job summary

Stimulus Technologies is seeking a Contracts and Compliance Manager to lead contracts, real estate, and regulatory compliance for Stimulus Broadband. This hybrid role oversees intake, calendars, and reporting to state and federal agencies across California, Missouri, Nevada, New Mexico, and Oregon, reporting to the VP of Broadband Services.

You will stand up processes for leases, rights, audits, and filings, partnering with Network Operations to ensure accurate coverage and live sites.

Position Overview

The Contracts and Compliance Manager stands up the contracts, real estate, and compliance function for Stimulus Broadband. This seat builds intake, obligation calendars, file discipline, and the early process set under the VP of Broadband Services. The work covers contract and rights management, coverage and location reporting support, and regulatory calendar coordination across California, Missouri, Nevada, New Mexico, and Oregon. This is not a Construction seat and not a practicing-law seat. It is designed for someone who can come in and build the processes to oversee existing site leases, other contracts, and regulatory needs for a fast-growing fiber and wireless provider — including ownership of reporting to state and federal agencies on Stimulus coverage. Coverage numbers have to match operational truth; rights have to match the plant Network Operations and Customer Experience actually use. This role reports to the VP of Broadband Services. This role is hybrid meaning it is largely remote with occasional travel. You must live within Stimulus’s five-state footprint (California, Missouri, Nevada, New Mexico, and Oregon). Adjacent states may be considered for the right candidate.

What You’ll Be Doing

• Stand up contracts and rights intake from scratch: site and rooftop leases, easements, ROW agreements, pole attachment agreements and true-ups, franchises, rights of entry, IRUs, and crossings.
• Abstract every agreement into a working file. Build and keep an obligation calendar for renewals, escalators, notice windows, and exits. Track assumption and novation when a deal changes hands.
• Impose lease, easement, ROW, and pole-attachment file discipline that would survive an audit without a weekend scramble.
• Support coverage and location reporting, help reconcile BDC and Form 477 inputs, availability modeling from active sites, served-location reporting, and challenge response against operational truth. Partner with Network Operations so the number matches the live plant.
• Watch notice windows and escalators so a pole true-up or a lease exit is not a surprise.
• Partner with Network Operations so the operate plant, spectrum use, and active sites match the rights and the coverage file.
• Utilize other carrier, pole owner, and other systems to manage leased space when needed.
• Build processes before inventing headcount.
• Hire and coach the early bench as the VP approves seats.
• Keep files and calendars in a state that would survive an audit. Document what changed and when.
• Travel to markets, landlord offices, and sites when a right, a crossing, or a filing cannot be closed from a desk.
• Stay adaptable as Stimulus Broadband grows, markets are acquired.

Success Profile

• A process builder who can stand up intake, calendars, and file discipline from a thin start rather than waiting for a finished org chart.
• Previous experience leading or growing small and medium-sized teams. Judgment to build a bench that fits the work rather than a box for every function.
• Strategic thinker and problem solver. Treats a missing pole agreement or a stale coverage file as an outage waiting to happen.
• Highly detail-oriented; maintains detailed records.
• Willingness to always look out for the customer and the business — including the call that we cannot claim a location we do not serve.
• Comfortable with landlords, regulators, Network Operations, and Customer Experience without becoming the lawyer, the engineer, or Construction.
• Strong documentation habits and no appetite for a second set of unofficial maps.
• See a need and fill it: an expired lease, a notice window about to close, a served location that is not actually live, a process that only lives in someone’s head.

• Working familiarity with site and rooftop leases, easements, pole attachments, franchises, and IRUs.
• Working knowledge of FCC and spectrum licensing touchpoints, BDC and Form 477, state operating authority (SPCOA/CPCN), PUC/PSC filings, USF, and E-Rate — enough to build calendars and coordinate filings under the VP.
• Enough plant and coverage literacy to reconcile a filing against operational truth with Network Operations.
• Comfort reading what counsel returns, without practicing law.
• Strong written communication and file discipline that would survive an audit.
• Proven ability to build processes and obligation tracking from scratch in a growing organization.
• Meticulously organized.
• Ability to travel among markets when the business need requires it.
• Preferred: ISP, WISP, or utility rights and regulatory experience.

Physical Requirements

• Ability to travel among markets and visit landlord offices, tower, rooftop, hut, and office sites when needed.
• Ability to sit, stand, and work at a computer for extended periods, and to walk active sites.
• Occasional lifting of files or site materials up to 25 pounds.
• Comfort working around active telecommunications sites, including varying weather, when a location has to be walked.
