Koniag Services Inc., a Koniag Government Services company, is seeking a skilled and experienced Contracts Specialist to support the contract management and administration functions of our IT Call Center serving government clients in the Nashville, Tennessee area.

The ideal candidate is a detail-oriented and knowledgeable contracts professional with demonstrated experience managing federal government contracts, a strong understanding of federal acquisition regulations, and the ability to support the full contract lifecycle from award through closeout. They bring exceptional organizational skills, strong analytical capabilities, and a collaborative work ethic that contributes positively to the program team and ensures all contractual obligations are met with accuracy, compliance, and professionalism.

Ability to obtain a government security clearance may be required to support Koniag Services Inc. and our government customers. This position is located in Nashville, Tennessee.

Position Description

The Contracts Specialist will be responsible for supporting the full lifecycle management of federal government contracts supporting IT Call Center operations, ensuring all contractual requirements, compliance obligations, and administrative functions are executed accurately, consistently, and in accordance with applicable regulations and program standards.

This individual will work closely with the Program Manager, Deputy Program Manager, corporate contracts and legal teams, and government Contracting Officers (COs) and Contracting Officer Representatives (CORs) to administer contracts, manage modifications, support subcontractor oversight, and ensure program-wide contractual compliance.

Principal Responsibilities
  • Support the full lifecycle administration of federal government contracts supporting IT Call Center operations, including contract award, execution, modification management, and closeout activities, ensuring all contractual obligations are fulfilled accurately and in compliance with applicable regulations.
  • Serve as the primary point of contact for contract administration activities, maintaining productive and professional working relationships with government Contracting Officers (COs), Contracting Officer Representatives (CORs), and corporate contracts and legal team members.
  • Review, analyze, and interpret contract terms, conditions, and requirements, providing clear and accurate guidance to program leadership and operational staff on contractual obligations, performance requirements, and compliance expectations.
  • Support the preparation, review, and processing of contract modifications, including scope changes, period of performance extensions, funding modifications, and administrative changes, ensuring all modifications are accurately documented and executed in a timely manner.
  • Develop and maintain a comprehensive contract deliverable tracking system, monitoring all contractual deliverable due dates, submission requirements, and acceptance criteria to ensure timely and compliant delivery of all required program outputs.
  • Support subcontractor management activities including the administration of subcontract agreements, monitoring of subcontractor performance against contractual requirements, review of subcontractor invoices, and coordination of subcontract modifications as needed.
  • Assist in the preparation and submission of contract invoices, ensuring all billing submissions are accurate, complete, and compliant with contract terms, agency invoicing requirements, and applicable federal regulations.
  • Monitor and track contract funding levels, obligated amounts, and expenditure rates, providing regular funding status updates to program leadership and flagging funding risks or ceiling concerns in a timely manner.
  • Support contract compliance activities by conducting regular reviews of program operations against contractual requirements, identifying potential compliance gaps, and working with program leadership to develop and implement corrective actions.
  • Maintain accurate and organized contract files and records, ensuring all contract documentation including executed agreements, modifications, correspondence, deliverable submissions, and compliance records are accurately filed and readily accessible.
  • Support the preparation and coordination of contract-related correspondence including letters, memos, and formal communications to government COs and CORs, ensuring all correspondence is professionally written, accurately reviewed, and submitted in a timely manner.
  • Assist in the development and maintenance of contract management plans, subcontract management plans, and other contract administration documentation required by the program and government customer.
  • Support procurement activities related to the IT Call Center program, including the preparation of purchase requests, vendor quotes, and procurement documentation in compliance with company procurement policies and applicable federal regulations.
  • Coordinate with corporate finance, legal, and contracts teams to ensure program-level contract administration activities are aligned with corporate policies, regulatory requirements, and organizational standards.
  • Support business development activities as needed, including contributing to proposal efforts with contract terms analysis, teaming agreement administration, and past performance documentation.
Education and Experience
Required
  • Bachelor's degree in Business Administration, Contract Management, Finance, Public Administration, or a related field from an accredited college or university. Relevant experience may be considered in lieu of a degree.
  • 3+ years of experience in a contracts administration, contract management, or procurement role within a federal government contracting environment.
  • Demonstrated experience administering federal government contracts, including contract modification management, deliverable tracking, subcontractor administration, and invoice preparation.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and applicable agency-specific acquisition regulations.
Preferred
  • Prior experience supporting contract administration functions for an IT services, IT call center, service desk, or IT managed services federal government contract.
  • National Contract Management Association (NCMA) Certified Federal Contracts Manager (CFCM) certification or demonstrated progress toward obtaining certification.
  • Experience with contract management software platforms such as Deltek, JAMIS, or equivalent federal government contract management systems.

  • Strong communication skills in English - both written and oral - with the ability to communicate contract requirements, compliance obligations, and administrative updates clearly and professionally to program leadership, government COs and CORs, subcontractors, and corporate team members.
  • Demonstrated working knowledge of the Federal Acquisition Regulation (FAR) and its application to federal government contract administration, modification management, compliance monitoring, and subcontractor oversight.
  • Strong analytical and attention to detail skills with the ability to review, interpret, and accurately apply complex contract terms, conditions, and regulatory requirements to program operations and administrative activities.
  • Demonstrated experience developing and maintaining contract deliverable tracking systems, subcontractor management records, contract files, and compliance documentation in a structured federal government contracting environment.
  • Proficiency in contract invoice preparation and review, including familiarity with federal government invoicing requirements, cost reimbursable and fixed price contract billing procedures, and invoice submission portals such as IPP or equivalent systems.
  • Strong organizational and time management skills with demonstrated ability to manage multiple contract administration priorities simultaneously, maintain accurate records, and consistently meet contractual deadlines.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and collaboration tools such as Microsoft Teams and SharePoint for contract documentation, correspondence, and program communication purposes.
  • Demonstrated ability to work collaboratively with program leadership, corporate contracts and legal teams, government contracting officials, and subcontractors to resolve contract issues and ensure program-wide contractual compliance.
  • Familiarity with subcontract administration principles and best practices, including subcontract agreement management, performance monitoring, invoice review, and modification coordination.
  • Ability to obtain and maintain a government security clearance as required.

  • Knowledge of Cost Accounting Standards (CAS) and their application to federal government cost reimbursable contract administration.
  • Familiarity with the System for Award Management (SAM.gov) and its role in federal government contractor registration, compliance, and reporting requirements.
  • Experience supporting proposal development efforts including contract terms analysis, teaming agreement administration, and subcontractor documentation coordination.
  • Knowledge of Earned Value Management (EVM) concepts and their application to federal government contract performance monitoring and reporting.
  • Familiarity with IT services contract vehicles such as GSA Schedules, GWACs, or BPA/IDIQ contract structures commonly used in federal IT services procurement.
