Job summary

MONTECH INC. seeks a Contracting Team Lead to provide on-site leadership for the Red Lake Nation child welfare contract workforce, ensuring compliance with SOPs and federal standards.

You will supervise staff, manage workloads, onboard personnel, and coordinate with BIA Social Services and partner agencies in Minnesota. • At least 5 years of child protection or child welfare experience, including 2 years supervising child welfare staff. Experience with tribal communities and ICWA is strongly preferred.

Responsibilities

• Supervision: Supervises all contract personnel. Assigns and balances caseloads based on case complexity in coordination with the BIA Social Services Program Manager. Approves contractor leave and timesheets and requests overtime approval as required. Sets staggered shift schedules and manages the on-call rotation to ensure continuous Priority 1 coverage.
• Clinical Consultation: Provides regular case consultation to Administrative Support/Intake Workers, Response Workers, and Child Welfare Case Workers. Remains available for immediate consultation on high-risk field decisions, including after-hours situations.
• First-Level Quality Review: Reviews intakes, safety and risk assessments, investigative findings, case plans, and court reports for completeness, accuracy, and compliance prior to submission to the BIA Social Services Program Manager. Returns deficient work for correction and maintains review independence when serving as relief coverage on investigations.
• Performance and Backlog Management: Tracks performance standards and progress in reducing backlogs, identifies emerging issues, and prepares Monthly Status and Performance Reports and corrective action plans.
• Critical Incidents: Ensures critical incidents, missing child reports, and human trafficking concerns are escalated immediately and supports the preparation and submission of Critical Incident Reports within required timeframes.
• Partner Coordination: Serves as the primary liaison between the contract workforce and the BIA Social Services Program Manager, COR, OMBI, CPT, MDT, Red Lake Nation Tribal Court, law enforcement, and the Nation’s licensing and ICWA programs.

Overview

Montech Inc. is seeking a highly qualified Contracting Team Lead to provide support to the U.S. Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Division of Human Services, Red Lake Nation. This position provides overall leadership, supervision, and operational oversight for the child welfare contract workforce supporting the BIA Red Lake Agency. Serving as Montech’s primary point of accountability, the Contracting Team Lead ensures services are delivered in accordance with applicable policies, procedures, and performance standards while maintaining continuous support for children and families involved in the child welfare system. The position oversees staff workload management, quality assurance, performance monitoring, onboarding and training, critical incident response, and stakeholder coordination.

Place of Performance

On-site at BIA Red Lake Agency in Red Lake, Minnesota. Personnel will also work from satellite offices on the Red Lake Reservation and in the field throughout the Reservation. Personnel travel to off reservation placements, courts and trainings as required.

Hours of Operation

Personnel shall perform between the hours of 7:30 a.m. to 7:30 p.m., Monday through Friday, 40 hours per week. Each shift is eight (8) paid hours with a 30-minute unpaid lunch. On-call support on weeknights and weekends as needed.

Summary of Responsibilities and Measuring Success

The Contracting Team Lead guides and leads the contract workforce on site. Makes sure the work of all contract personnel meets the SOP and federal standards before it reaches the BIA Social Services Program Manager, and serves as Montech’s single point of accountability.

• Onboarding and Training: Ensures new personnel complete all required initial training and are fully prepared before assuming independent duties.
• Emergency Placement Items Card Management: Oversees company payment cards used for emergency placement purchases, including card assignment, sign-out tracking, receipt collection, and monthly reconciliation.
• Transition Management: Leads case transfers, knowledge-transfer activities, and phase-down planning, including coordination of handoffs to the Midwest Region and the Nation.
• Relief On-Call Coverage: Participates in the investigative on-call rotation as needed to cover leave, holidays, and staffing gaps. Responds in person as a second responder when required and assists the team as necessary to ensure uninterrupted contract performance.
