Job summary

King County's Department of Community and Human Services (DCHS) is seeking a Contract Specialist II to support procurement efforts for human services. The role partners with program staff to draft, review, and execute contracts, ensuring compliance with federal, state, and county requirements while prioritizing equity and social justice.

Typical duties include developing solicitations, editing scopes of work, and training staff on procurement processes.

Qualifications

• Minimum two years professional experience in procurement, running solicitation or writing contracts.
• Experience using contract lifecycle management software (e.g., Agiloft, lcertis, Periscope).
• Ability to edit scopes of work, technical specs, and contract terms with accuracy.
• Strong customer service, training, writing, and analytical skills.
• Commitment to equity, race and social justice in procurement decisions.

Responsibilities

• Support the preparation and implementation of competitive solicitations; coordinate public pre-bid meetings.
• Edit scopes of work, technical specifications, and other solicitation/contract documents.
• Review, draft, and advise on terms and conditions for human services contracts.
• Meet with program units to design alternative procurement approaches and ensure compliance.
• Provide guidance and training to staff on procurement requirements and processes.
• Maintain and enhance contract templates.
• Perform other related duties as assigned.
• Demonstrated proficiency with MS Office suite.
