Job summary

The Office of Administration, Procurement staff within the Criminal Division, Washington, DC, seeks candidates for federal contracting roles at GS-11/GS-12 levels. Applicants must pursue a FAC-C within 24 months and meet education/experience requirements.

Training is required to maintain FAC-C through ongoing coursework and certifications. Qualified candidates will have demonstrated experience in contract management, invoice review, and contractor performance monitoring as part of providing

Job description

This position is located within the Criminal Division, Office of Administration, Procurement staff. The Office of Administration furthers the Criminal Division's mission by providing operational support to the Division's employees in Washington, D.C., field locations throughout the United States, and in approximately 60 countries around the world.

*** Applicants must be willing to attend and complete required training in order to attain and retain at least a level 1 (one) Federal Acquisition Certification in Contracting (FAC-C) as a federal contracting professional. FAC-C has specific training requirements with some courses online as well as classroom courses. The person selected is expected to obtain a FAC-C within 24 months of the date of hire. To maintain a FAC-C, contract professionals are required to meet the continuous training requirement. ***

To qualify for the GS-11 level, applicants must possess the following:

1. At least one year of specialized experience at, or equivalent to, the GS-09 federal grade level. Examples of specialized experience include: facilitating official communications between contractor management and assigned program personnel; reviewing contractor invoices to ensure that goods and/or services billed for are appropriately accepted and processed for payment; and monitoring contractor performance and facilitating the administrative and logistical aspects of orders to include: identifying procurement-related issues or trends pertaining to labor, insurance, quality assurance, task compliance and performance; OR 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; AND
2. A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

To qualify for the GS-12 level, applicants must possess the following:

1. At least 1 (one) year of specialized experience at, or equivalent to, the GS-11 level. Examples of specialized experience include: awarding, administering, and closing out various contract types such as, Fixed-Price; Indefinite Delivery Contracts; Time and Materials; performing contract analysis such as quality assurance and surveillance plans/procedures to measure contractor performance; assessing and monitoring financial operations specific to contracts; and providing guidance to personnel in the development and formulation of contracting approaches. AND
2. A 4-year course of study leading to a bachelor's degree, OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Graduate education in one of the following fields is also accepted: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Exceptions to this requirement will be made for current employees who occupied a GS-1102-12 position on January 1, 2000).

Combination of Education and Experience -

Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level. The two percentages are added and must equal 100% in order to qualify for the desired grade level.

Foreign Education:
