Job summary

Quantum Sky is seeking a Contractor Special Access Program Security Officer to support a Government Program Office in Philadelphia, PA. The CSSO will oversee security operations for PMO and testing environments, ensuring compliance with NISPOM, DoDM 5205.07, JSIG, and ICD directives.

This role requires collaboration with government leads, managing access control, document control, investigations, and coordination with security, cybersecurity, and field personnel. Travel up to 10% is expected.

Qualifications

• Three (3) or more years of experience in support of a DoD program office.
• Excellent communication skills (written and oral) and briefing experience.
• Ability to multi-task in a dynamic environment with short-fused tasking.
• High proficiency with Microsoft Office Suite and databases.

Responsibilities

• Assist in oversight and implementation of security requirements for a government PMO and test locations per NISPOM/JSIG/IC directives.
• Provide personnel security administration and documentation support, including access requests and indoctrination briefs.
• Partner across organizations to support PMO objectives while complying with directives.
• Manage the classified document control system within the PMO.
• Provide PMO facility access control, security equipment maintenance, visitor control and visit certification processing.
• Interface between PMO and sponsors, acquisition entities, security orgs, field activities and vendors.
• Develop and implement SOPs to ensure high compliance and efficient operations.
• Perform annual self-inspections, address findings, and direct corrective actions.
• Support security during Government inspections and investigations of infractions.
• Collaborate with cybersecurity on JSIG requirements and ICD 705 facility standards.
• Coordinate maintenance for the government facility.
• Lead conference room scheduling, VTC operations, and related IT/facilities support.
