CSEngineering is looking to add a Contract Management Support to our growing team! You'll lead cradle-to-grave acquisition support—from market research to contract closeout—for the Civil Units within DoD and Construction projects. Level II APDP/DAWIA certification and at least eight years of contracting experience are required for success in this fast‑paced, high‑impact environment.

Job Responsibilities
  • The Contract Managers will communicate with civilian and military personnel in order to professionally provide business advice and guidance to others on contracting work and will prepare correspondence and training as required.
  • Reviews solicitation, contract award, or contract modification for contractual sufficiency to include all supporting documentation in accordance with the FAR and all its supplements.
  • Contract Management Support tasks include but are not limited to the following:
  • Pre‑Award – Provides guidance and technical assistance to base personnel who are involved in planning and developing specifications, descriptions, and performance work statements. Functions may include acquisition planning, preparing synopsis, solicitation preparation, market research/analysis, recommending contract type for solicitations, issuing solicitations, conducting pre‑solicitation conferences, pre‑award conferences, site visits, working with technical personnel and contracting officers to develop negotiation strategies, and preparing/issuing supporting documents.
  • Award – Utilizes the latest Standard Procurement System (SPS) and Acquisition Management Systems (AMS) such as Air Force Contracting Information Technology (CON‑IT), KT FileShare (KTFS), and AMS, selects contract terms and conditions, prepares abstracts, verifies the System for Award Management (SAM), documents reasons for decisions and justifications for basis for award, assists with negotiations, secures all regulatory clearances.
  • Post‑Award – Performs contract administration, maintains contract files/e‑files, reviews invoices for accuracy, prepares contract modifications, monitors contract performance, conducts site visits and labor checks, prepares negotiation memoranda to explain rationale and methods, prepares expenditure logs, recommends issuing cure or show‑cause notices when required, evaluates contractor past performance, documents award process, conducts contract closeout, briefs the Contracting Officer (CO) on potential issues arising on contracts, handles protests and other inquiries as required.
  • The Contract Managers will provide necessary assistance to requiring activities, COs, and Contract Specialists with any acquisition requirement such as research, acquisition process improvement, the development and presentation of formal acquisition training and/or informal just‑in‑time (JIT) training modules specifically tailored for contract and audience.
  • The Contract Managers may also be required to perform other contracting‑related duties as identified by Senior Contracting Leadership, the appropriate Chief/Commander, or the CO. The COR and CO shall be notified before the contractor is asked to perform any additional tasks other than those specified within the PWS.
Required Certifications And Qualifications
  • Level II APDP/DAWIA Contracting Certification or equivalent.
  • Minimum eight (8) years of relevant contracting experience.
  • Shall have demonstrated experience and technical education in Microsoft Office (Word, Excel, PowerPoint, etc.), the Standard Procurement System (currently CON‑IT and KTFS), Wide Area Workflow (IRAPT/PIEE), and the internet.
  • Shall exhibit good communication, briefing, and organizational skills.
  • Must be a United States Citizen.
