Department Information

This position is only open to Colorado state residents.

This part-time position is anticipated to work 20 hours per week.

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit

The Contract Administrator III works in The Colorado Department of Transportation's (CDOT's) Division of Accounting and Finance, Center for Accounting. The Center for Accounting ensures that all financial related transactions for CDOT are recorded in compliance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) standards, and all State and Federal rules and regulations. The Center also manages contract operations at CDOT via a delegated agreement with the Office of the State Controller (OSC).

About The Position

This position reviews contracts in accordance with OSC guidelines and contract laws to determine risk factors and ensures that contracts are accurate and complete; serves as a liaison to communicate between the CDOT Controller, the Attorney General's office, the Contracting Unit of the Office of State Controller, and CDOT employees to ensure that proper funding and data are provided for the accuracy of processing contracts.

The Contract Administrator provides backup contract review as needed for engineering contracts and their modifications contracts, CDOT's Center for Procurement and Contracting Services (CPCS) contracts and their modifications, state building contracts, RUSH contracts and for all high-risk contracts, through the OnBase workflow within the CDOT Controller’s contract review and approval process.

The position creates Docusign envelopes for electronic signatures, uploading the executed contracts in Suppliers Resource Management (SRM), releasing the outline agreements and purchase orders in SRM related to the executed contracts and updating the effective and expiration dates on the SAP Financial Records when the contracting documents are executed.

Your duties and responsibilities will include, but not be limited to, the following:
  • Analyze data contained in contract and commitment documents to ensure timely and accurate processing in OnBase and tracking in SAP.
  • Review contracts in accordance with Office of the State Controller (OSC) guidelines and contract laws to determine risk factors and ensure that contracts are accurate and complete.
  • Monitor and determine availability of funds prior to Controller's signature.
  • Independently research, resolve, and coordinate any funding issues identified during the contract review process.
  • Review and approve SAP re-release requests.
  • Serve as a liaison to communicate between the CDOT Controller, the Attorney General's office, the Contracting Unit of OSC, and CDOT employees to ensure that proper funding and data are provided for the accuracy of processing contracts.
  • Analyze and use judgement to independently resolve internal procedural issues regarding contracts to be signed by Controller as delegated authority for OSC.
  • Create Docusign envelopes for multiple types of contracts, task orders and option letters, contract amendments and renewals for CDOT vendors, requesting additional documentation as needed, e.g. Power of Attorney or Certificate of Insurance.
  • Troubleshoot issues with document envelopes and correct envelopes as needed.
  • Track envelope activity and follow up with signers as needed and send executed contracts to relevant parties.
  • Provide contract customer service and guidance to maintenance, business offices, project managers, contract administrators, facility contacts, supervisors, engineers, Accounts Payable and other personnel for contracting activities.
  • Aid or provide backup for contract review as needed for engineering contracts and their modifications contracts, CPCS contracts and their modifications contracts, state building contracts, RUSH contracts and for all high-risk contracts, through the OnBase workflow within the CDOT Controller’s contract review and approval process.
  • Support the Controller’s point person in updating and maintaining a library of CDOT Contract Templates.
  • Other duties as assigned.
Work Environment
  • This position is anticipated to work 20 hours per week.
  • You will likely work a hybrid schedule with a combination of in-office and remote work.
Minimum Qualifications
  • At least six (6) years of contract, procurement, legal, business, accounting, or financial experience which included:
    • at least two (2) years of experience with a primary focus on reviewing contracts for accuracy and risk, reviewing statements of work, reviewing or writing contracts and modification documents, and/or processing a high volume of contracts through an established process.
  • OR
    • A combination of relevant education and experience equal to at least six (6) years.
    • Education from an accredited college or university with coursework in law, business administration, accounting, finance or another field of study related to the duties of this position will be considered.
    • Experience with a primary focus on reviewing contracts for accuracy and risk, reviewing statements of work, reviewing or writing contracts and modification documents, and/or processing a high volume of contracts through an established process will be considered.
