Job summary

Health & Human Services Commission in Austin is seeking a Continuing Education and PRSP Coordinator to locate, promote, and track education opportunities for state hospital staff. You will manage the CME/CE contracts, serve as SME for PRSP, and support the IRB-related activities with the CTD unit.

The role requires experience with continuing education for medical professionals, state contracting, and strong coordination with cross-functional teams.

Qualifications

  • Minimum two (2) years' experience working with continuing education for medical professionals and clinical training opportunities for interns, residents, and other student trainees in healthcare settings.
  • Minimum two (2) years' experience working with Texas state contracting processes preferred.

The Continuing Education and PRSP (psychiatric residency stipend program) Coordinator performs advanced consultative and technical work under the direction of the Chief Medical Officer (CMO) of the Texas State Hospital System. The Coordinator works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. The Coordinator locates and promotes continuing education opportunities for state hospital staff, maintains a database of ongoing learning opportunities, and secures contracts for staff learning tools and resources serving as subject- matter expert (SME) for these contracts. The Coordinator collaborates and supports the Patient Safety and Research Coordinator with educational initiatives and administrative tasks in regard to the smooth functioning of the Institutional Review Board Committee. The Coordinator communicates with community relations staff to track and report the number of clinical trainees/interns engaged in patient-care activities each quarter across the state hospital system. The Coordinator serves as the SME for all Psychiatry Residency Stipend Program (PRSP) contracts with academic institutions and community organizations. The Coordinator is responsible for all programmatic activities including PRSP funding requests, funding negotiations, deliverables tracking, contractor training, and day-to-day processing of invoices and customer service to contractors. The Coordinator collaborates with CMO on the goals and objectives of the PRSP program as it evolves each year.

Performs other duties as assigned. Other duties as assigned include actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Functions (EJFs):

Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

Facilitates continuing education (CME/CE) opportunities and clinical training for state hospital staff by securing contracts for educational software (and learning opportunities) and serves as subject-matter expert (SME) for those contracts. Promotes CME/CE opportunities across state hospitals and maintains an electronic database of these opportunities with the Curriculum, Training, and Development (CTD) unit to support systemwide staff education/training by utilizing Lippincott and UpToDate. (15%)

Oversees the quarterly data collection of clinical trainee rosters for applied internships completed in state hospitals and compiles data into an annual report for leadership. (10%)

Serves SME and coordinator for the Psychiatric Residency Stipend Program (PRSP). Monitors all aspects of PRSP contracts including annual contract renewal, soliciting funding requests, facilitating negotiations, and documenting receipt of deliverables. (40%)

Provides daily customer assistance and annual compliance training to PRSP contractors. Tracks monthly receipt of PRSP invoices in collaboration with the HHS procurement, contracts, and accounting teams to issue payment. (15%)

Assists Patient Safety and Research Coordinator with various duties including scheduling educational activities and the administrative management of the Institutional Review Board (IRB2). Participates in most departmental projects in a multitude of scopes to produce the best outcome for the department. (15%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of continuing education for medical professionals and clinical training opportunities for interns, residents, and other student trainees in healthcare settings

Knowledge of clinical research and institutional review board systems preferred but not required.

Skill in preparing summary reports through the use of computers, spreadsheets, and presentation software.

Skill in communicating, coordinating, and collaborating across diverse institutions, agencies, and professions.

Ability to create Statements of Work and monitor contract deliverables.

Ability to think strategically to accomplish goals.

Flexibility to work on special projects as the need arises.

Ability to work with internal and external stakeholders.

Registrations, Licensure Requirements or Certifications:

Certified IRB Professional (CIP) preferred.

Successful applicant will be expected to obtain CIP within 12 months if not currently certified.

Initial Screening Criteria:

Minimum two (2) years' experience working with continuing education for medical professionals and clinical training opportunities for interns, residents, and other student trainees in healthcare settings.

Minimum two (2) years' experience working with Texas state contracting processes preferred.

Additional Information:

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.

All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco and Terrell Center for Youth applicants must be 21 years of age.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
