The Opportunity

The Infrastructure Advisory organization is seeking a Consultant to deliver advisory projects for clients, focusing on rates development for water utilities and supporting the lifecycle management of assets. The role involves working with water and wastewater utilities to build financial models, develop rate cases, support strategic planning, and optimize capital investments.

Key Responsibilities
  • Develop financial plans, cost‑of‑service analyses, and rate design for municipal and regulated utilities.
  • Conduct demand studies and assess impacts of large loads on utilities and customers.
  • Perform affordability analyses and evaluate total cost of ownership.
  • Conduct business process assessments to improve operational effectiveness.
  • Plan asset investments, evaluate business cases, and prioritize capital expenditures.
  • Act as a technical specialist applying in‑depth knowledge of water or wastewater assets.
  • Analyze quantitative and qualitative data to provide insights, identify trends, risks, and opportunities.
  • Prepare reports, presentations, tools, models, and other deliverables for clients.
  • Facilitate client meetings and workshops.
  • Support scope and fee development for proposals and business‑development activities.
Preferred Qualifications

Master’s Degree preferred.

Minimum Qualifications
  • Bachelor’s Degree or relevant work experience.
  • 4+ years experience in a business or consulting environment.
  • Ability to complete pre‑employment onboarding requirements.
Certifications

Certifications related to the area of expertise are preferred.
