Job summary

BB&E is seeking a Construction Surveillance Engineering Technician to support NAVFAC Southeast Headquarters, Public Works Departments, and ROICC at NS Panama City, FL. The role centers on coordinating the construction quality management program and reviewing contractor QC plans.

The ideal candidate has 5+ years as a QC Manager for NAVFAC/USACE projects or 10 years as a foreman in concrete, mechanical, electrical, masonry, or carpentry on large projects, and must complete the USACE Construction

Qualifications

  • Minimum 5 years as a Quality Control Manager for General Contractors on NAVFAC/USACE projects OR 10 years of foreman experience in Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects.
  • Must complete the USACE Construction CQM Certification.

Responsibilities

  • Coordinate construction quality management program for assigned projects.
  • Review and provide recommendations toward approval of contractor quality control plan.
  • Attend QC, preparatory, and initial meetings and monitor three-phase checklists for accuracy and thoroughness.
  • Provide remarks on Government QA reports, especially for critical work features.
  • Take and distribute progress photos and validate materials on site prior to payments.
  • Coordinate testing, commissioning/certification of critical systems (HVAC/TABS/DDC, electrical, fire/life safety, roofing, underwater structures).
  • Ensure workmanship meets specifications and industry standards for concrete, masonry, building envelopes, structural steel, etc.
  • Attend/witness tests and review test reports; keep sponsor informed while executing assignments independently.

BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is currently looking for aConstruction Surveillance Engineering Technicianto support the NAVFAC Southeast (SE) Headquarters, Public Works Departments (PWD) and Resident Officer in Charge of Construction (ROICC). This position is at NS Panama City, FL.

Job Duties & Responsibilities

  • Provide overall coordination of the construction quality management program for assigned projects
  • In conjunction with the Construction Manager (CM), review and provide recommendations toward approval of contractor quality control plan
  • Attend selective quality control (QC), preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness
  • Provide relevant remarks on Government Quality Assurance (QA) reports (or in identified section of Contractor's QC reports), particularly on critical, definable features of work included
  • Take/file/distribute progress photos
  • Validate quantity, condition, and approval of materials on site prior to Government issuing invoice payments
  • Coordinate support to review and witness successful testing and commissioning/certification of critical systems (i.e., mechanical - HVAC/TABS/DALTS/DDC, electrical -pad mounted transformers/high-voltage systems/switchgear/automatic transfer switches/frequency converters, fire and life safety/fire protection systems, roofing systems, and underwater structures).
  • Assure quality workmanship in accordance with specifications and industry standards on concrete/masonry/stucco/ building, envelope/structural steel/bolting/welding, and other building materials/structural systems, as required
  • Attend/witness selected tests and review all applicable test reports and results
  • Keep the Government sponsor advised as to the status of projects under his/her administrative and technical control, but the responsibility to plan and carry out the assignment is accomplished independently

Requirements

It is expected that the minimum education and professional experience requirements have been met, as listed below.

Experience & Education
  • A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers (USACE) projects OR 10 years of verified foreman experience in one or more of following trades: Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects;residential experience does not qualify
  • Must completethe USACE Construction CQM Certification
