Qualifications

  • Minimum 5 years as a Quality Control Manager for General Contractors on NAVFAC/USACE projects or 10 years as a foreman in concrete, mechanical, electrical, masonry, or carpentry on commercial/industrial/military projects.
  • Must complete the USACE Construction CQM Certification.

Responsibilities

  • Coordinate the construction quality management program for assigned projects.
  • Review and provide recommendations for approval of the contractor quality control plan.
  • Attend QC-related meetings and monitor three-phase checklists for accuracy.
  • Provide remarks on Government QA reports, focusing on key work features.
  • Take and distribute progress photos.
  • Validate materials and quantities on site before payments by Government.
  • Coordinate testing and commissioning of critical systems (HVAC, electrical, fire protection, roofing, etc.).
  • Ensure workmanship meets specifications and standards across concrete, masonry, building, envelopes, steel, bolting, and welding.
  • Attend and witness selected tests and review reports.

BB&E is a full-service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is currently looking for a Construction Surveillance Engineering Technician to support the NAVFAC Southeast (SE) Headquarters, Public Works Departments (PWD) and Resident Officer in Charge of Construction (ROICC). This position is at The Charleston Naval Complex (CNC) and is located in Charleston, South Carolina.

Job Duties & Responsibilities
  • Provide overall coordination of the construction quality management program for assigned projects.
  • In conjunction with the Construction Manager (CM), review and provide recommendations toward approval of the contractor quality control plan.
  • Attend selective quality control (QC), preparatory, and initial meetings, and monitor three-phase checklists for accuracy and thoroughness.
  • Provide relevant remarks on Government Quality Assurance (QA) reports (or in the identified section of the Contractor's QC reports), particularly on critical, definable features of work included.
  • Take/file/distribute progress photos.
  • Validate quantity, condition, and approval of materials on site prior to the Government issuing invoice payments.
  • Coordinate support to review and witness successful testing and commissioning/certification of critical systems (i.e., mechanical - HVAC/TABS/DALTS/DDC, electrical -pad mounted transformers/high-voltage systems/switchgear/automatic transfer switches/frequency converters, fire and life safety/fire protection systems, roofing systems, and underwater structures).
  • Assure quality workmanship in accordance with specifications and industry standards on concrete/masonry/stucco/ building, envelope/structural steel/bolting/welding, and other building materials/structural systems, as required.
  • Attend/witness selected tests and review all applicable test reports and results.
  • Keep the Government sponsor advised as to the status of projects under his/her administrative and technical control, but the responsibility to plan and carry out the assignment is accomplished independently.

It is expected that the minimum education and professional experience requirements have been met, as listed below.

Experience & Education
  • A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers (USACE) projects OR 10 years of verified foreman experience in one or more of the following trades: Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects;residential experience does not qualify.
  • Must completethe USACE Construction CQM Certification.
Physical Requirements:
  • Must be able tostand, walk, bend, stoop, crouch, crawl, navigate across uneven ground that is common at construction sites, and climbforextended periods as well as when traveling to and from job sites.
  • Must be able tolift, carry, push, and pull materials and equipmentweighing up to50 poundsregularly
  • Must be able towork both indoor/outdoor (with exposure to the elements).
  • Must be able towork in confined spacesand under varying environmental conditions, includingheat, cold, humidity, rain, wind, dust, and noise.
  • Must be able towear and use required personal protective equipment (PPE)such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests and high-visibility reflective safety vests.
  • Must have sufficientvisual and auditory acuityto perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites.
  • Must be able todrive company or personal vehiclesto and from field locations, sometimes multiple times per day, and may be required towork variable shiftsdepending on project needs.
Work Environment:
  • Primarily operates in an outdoor environment where various weather conditions could be encountered, depending on the location and season.
  • May encounter extreme temperatures, airborne particles, fumes, chemicals, or loud noise.
  • Worksites might contain high-voltage equipment, exposed wires, and other electrical hazards that will require strict adherence to safety protocols.
