Job summary

American States Utility Services, Inc. is seeking a Construction Superintendent to lead water and wastewater construction crews on military-installation projects. You will supervise Foremen, Operators and Workers, develop work plans, monitor safety, and coordinate with subcontractors and suppliers.

The role includes budgeting, scheduling, field data collection, and training, with travel to support multiple sites nationwide. U.S. citizenship and a valid driver’s license are required.

Qualifications

  • Eight years of water and wastewater construction experience.
  • At least four years of supervisory foreman experience on utility projects.
  • Proficient with trench boxes and quick shoring; strong understanding of plans/specs.
  • Proficient with lasers, line and grade, excavation and dewatering; operate heavy machinery.

Responsibilities

  • Supervise crew and manage daily operations and staffing.
  • Develop and communicate work plans; supervise safety meetings and inspections; document safety issues.

  • Review drawings, identify needs, manage materials and schedules.

  • Oversee budgeting processes; participate in budget development; ensure training.
  • Collect and submit field data daily; ensure compliance with safety rules.
  • Coordinate startup activities for new crews or contracts; travel as required.

Overview

Through its wholly owned subsidiaries, American States Utility Services, Inc. contracts with the federal government to provide water and wastewater services that include operating, maintaining, renewing, replacing, and constructing new systems on military installations throughout the United States. The installations where we presently operate are home to nearly 350,000 military and civilian personnel and families. Responsibilities

The Construction Superintendent is a key member of the Construction Team and reports to the Construction Program Leader or Manager. This role provides direction and supervision to water and wastewater construction crews including Foremen, Operators and Workers. Responsibilities include coordinating and managing routine to complex technical and administrative tasks such as team make-up and staffing, preparing work plans, quality control, cost management and tracking, safety programs and practices, and maintaining good working relations among the team. The incumbent will coordinate and manage subcontractors and various material providers. The Construction Superintendent may also act as the Construction Program Leader when needed.

  • Oversee Foremen, Operators and Workers in activities related to all phases of water and wastewater system utility construction.
  • Supervise construction crew members, including Foremen, Operators and Workers; manage daily operations and staffing.
  • Develop and communicate work plans; supervise safety meetings and inspections; ensure documentation of safety issues is provided.
  • Ensure compliance with safety rules, regulations, policies and procedures; collaborate with the Environmental Health and Safety (EH&S) Coordinator.
  • Coordinate with and manage subcontractors and material providers; oversee equipment procurement and field needs (use, rental, lease and procurement).
  • Review drawings, identify needs, manage material procurement, and assess day-to-day operations and schedules.
  • Provide scope of work, productivity estimates and schedules for capital projects; manage customer service related issues.
  • Mentor and supervise field personnel; support growth opportunities for operators and Foremen; develop and maintain employee relations plans.
  • Oversee budgeting processes and participate in budget development; ensure adequate training to achieve required skill levels.
  • Collect and submit field data daily to appropriate parties; ensure compliance with federal, state and company safety rules.
  • Coordinate startup activities for new crews or new contracts; maintain positive relationships with governmental entities within jurisdiction.
  • Travel as required by subsidiary needs.
  • Perform other duties as assigned.
Qualifications
  • High school diploma or equivalent required.
  • Eight (8) years of prior water and wastewater system construction experience.
  • At least four (4) years of supervisory experience as a Foreman on utility construction projects.
  • Proficient knowledge of trench boxes and quick shoring; strong understanding of utility plans and specifications.
  • Proficient with lasers, line and grade, excavation and dewatering; able to operate heavy machinery and instruct others in its use (dump trucks, backhoes, excavators, skid steers, loaders, asphalt rollers).
  • Strong communication and organizational skills; ability to adapt communication to the audience.
  • Proficient computer skills; valid driver’s license; U.S. citizenship.
  • Working knowledge of general hand and power tools; ability to pass Federal OSHA and/or state-mandated safety training with annual refreshers.
Physical Requirements
  • Work in extreme weather conditions.
  • Lift and carry up to 50 lbs and push or pull up to 100 lbs.
  • Work in confined spaces and in areas exposed to noise and chemicals.
  • Physical activities including standing, walking, bending, climbing, and repetitive motion as required by construction tasks.
