General Description: The PCD Construction Representative performs duties and has responsibilities similar to those of a Clerk of the Works (Clerk). The Construction Representative is typically assigned to a single construction project and is stationed at the site; however, depending upon the size and complexity of the assigned projects, the Construction Representative may be responsible for two or more projects simultaneously. The Construction Representative is required to maintain close knowledge of the quality and progress of each project. He or she reports to the Deputy Director or a Senior Project Manager, but works directly with individual BHA Project Managers on a day-to-day basis

Duties & Responsibilities:

  • Maintains broad familiarity with BHA buildings and sites so as to contribute to capital planning.
  • Reviews Construction Documents (CDs) and collaborates with the BHA Project Manager during the Design Phases, offering additional perspective, in order to ensure the knowledge required to monitor construction conformance.
  • Assists the Contractor’s superintendent in understanding the intent of the Construction Documents.
  • Attends weekly job meetings with the Contractor, BHA Design Consultant and BHA Project Manager.
  • Reports daily on construction progress, tracking conformance with the CDs as well as any unresolved issues or disputes.
  • Reviews the Progress Schedule for conditions likely to cause delays and immediately reports such conditions to the BHA Project Manager and Design Consultant.
  • Checks that the work in progress conforms with the CDs. Any deviations from the CDs or approved shop drawings must be reported immediately to the Contractor’s Superintendent, the Design Consultant and the BHA Project Manager.
  • Verifies that all materials conform to the specifications and approved submittals.
  • Documents, with photographs and narratives, any unanticipated problems during construction.
  • Makes note of all visitors, their affiliations, and reason for visiting the job site.
  • Accompanies all visitors, including representatives from local, state, and federal agencies on tours of the work.
  • Be present at all testing procedures and coordinates with site management as necessary.
  • Periodically reviews the contractor's record copy of the drawings ("as-built") and confirms all changes are being documented.
  • Reviews monthly "Pencil Requisitions" and final application for payments and makes recommendations to the Design Consultant and BHA Project Manager.
  • Reviews and documents conditions of all stored materials for conformity with approved shop drawings.
  • Maintains construction records including correspondence, change order requests, change orders, approved schedules, meeting notes, submittals, shop drawings, applications for payment, etc.
  • As needed, acts as a liaison on-site, connecting site personnel, tenant coordinators and residents with construction and design teams.
  • At times, perform the function of Tenant Coordinator, for example, by coordinating access to occupied apartments.
  • Maintains collaborative professional relationships with BHA staff colleagues as well as BHA residents in order proactively facilitate construction progress and to minimize disruptions to the community caused by design and construction activities.
  • Performs other duties as assigned.

Minimum Qualifications & Experience: Minimum of 5 years' experience in comprehensive construction administration/management, or as Clerk of the Works or as Owner's Project Representative is required. Significant experience in affordable housing construction and occupied building modernization, as well as experience in publicly funded projects is strongly preferred. Massachusetts Construction Supervisor's License preferred. Demonstrated ability to take initiative and carry out job responsibilities with a minimum of oversight is required, as well as good interpersonal skills, communication skills (both orally and in writing), and a high level of organizational ability.
