Job summary

US Architect of the Capitol seeks a Contracting Officer Representative to oversee and manage construction and service contracts for renovation and facilities improvement on historically significant buildings requiring specialized construction methods.

The selectee will ensure compliance with OPM qualification standards and coordinate with project managers, facility representatives, and contractors to mitigate risks, manage scope, and improve contract performance.

Qualifications

  • Specialized experience must be equivalent to at least the next lower GS grade level.
  • GS-13 requires 52 weeks of specialized experience comparable to GS-12 in the Federal service.
  • Experience overseeing contracts and construction projects and coordinating with PMs and facility reps.

Responsibilities

  • Oversee and monitor new construction, renovations, infrastructure improvements, and building upgrade contracts.
  • Collaborate with project managers, facility representatives, consultants, and in-house resources to assess risk and propose scope changes.
  • Recommend design improvements and cost-saving measures to reduce contract changes and improve operations.
  • Monitor contractor performance to ensure contract scope and quality requirements are met.
  • Serve as Contracting Officer Representative (COR) or equivalent.

Job description

This position is located in the Architect of the Capitol (AOC), Office of the Chief Engineer. The selectee works as a contracting officer representative, overseeing and managing construction and construction service contracts. Projects involve renovation, restoration and facility improvement on buildings which are of great historical significance, and of which specialized construction methods are required to accomplish work.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience:

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service.

Specialized experience is defined as the following:

  • (1) Overseeing and monitoring new construction, renovations, infrastructure improvements, and building upgrade contracts;
  • (2) Working with project managers, facility representatives, consultants, and in-house resources to determine risks. Make recommendations on changes in scope of work, construction documents, and risk mitigation. Proactive oversight of project planning leading to reducing cost, safety and schedule risks;
  • (3) Recommending improvements in design and efficiencies, reducing changes to the contract, and enhancing operations;
  • (4) Monitoring and inspecting contractor performance to ensure that the entire scope of the contract is performed and all quality requirements specified are in strict compliance.
  • (5) Serving as Contracting Officer Representative (COR) or equivalent.
