Construction Material Testing seeks a Construction Quality Manager III to direct quality across a major program. You will own the site quality management system, the audit program, and the development of every QC person on the program.

You will lead audits with owner representation, manage corrective actions, and report metrics monthly. This senior role involves coordinating with Quality Managers and inspectors across projects and shaping the program’s future.

Qualifications

• 10+ years in construction quality with 5+ years leading quality programs and staff.
• Senior certifications as listed: USACE CQM-C and/or ICC/NICET/ASQ credentials.
• Experience with ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program and maintain the plan.

A Construction Quality Manager III directs quality across a major program — a multi-year industrial or infrastructure project, or several concurrent projects — with Quality Managers and inspectors reporting through you. You own the site quality management system, the audit program, the relationship with the owner's quality organization, and the development of every QC person on the program. When an agency or owner audits the project, you are the person in the room.

Qualifications

10+ years in construction quality, with 5+ years managing quality programs and staff; USACE CQM-C plus a senior certification: ICC special inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE; Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks; Proven ability to build a QC organization on a new program and hold it to the plan.

What a week in this job looks like

Less witnessing, more system: your week is audit findings and their corrective actions, the quality metrics you present to program leadership, the qualification of a new testing subcontractor, and the coaching of the Quality Manager who is about to run their first preparatory meeting alone. When a nonconformance is serious enough to stop work, you make the call and you document why. You are also the program's memory. Specifications get revised, owners change representatives, and staff rotate; the quality management system you build is what keeps the record consistent across all of it.

Quality Manager III is a senior seat. From here the path is director of quality across the company's special inspection and QC practice, or program management on the projects you already know.

Pay, schedule, and travel

Pay runs $130,000 to $160,000 depending on certifications held, verified experience, and the program you are assigned to. The rhythm follows the construction schedule: long days around major placements and phase starts, planning time between them, and an audit calendar that does not move. Texas positions are dispatched from the Sugar Land headquarters; project-site positions elsewhere are staffed on a project basis with travel and per diem as assigned, and the listing for your city says which one it is.

Safety, quality, and the standards we work under

Quality management here sits inside a documented AASHTO R18 quality system and a licensed radiation safety program, and on federal work inside the USACE three-phase control process. Reports and NCRs carry your name; what leaves the site under your program is your review. You will hold the honest conversation on every side of it: with superintendents about rework, with owners about schedule, and with your own inspectors about what a complete report looks like.
