Job Description
The Construction Quality Engineer (CQE) is responsible for implementation of the Quality Plan and oversight of all quality issues, ensuring that all aspects of the buildings meet the required contractual, technical, quality and regulatory standards with a focus on quality assurance and control throughout the construction process. He/She for TRISO-X (buildings) must ensure compliance with the Construction Quality Management Plan (CQMP), Inspection and Test Plans (ITPs), released-for-construction (RFC) drawings and applicable standards. This position must operate independently from production and supervision teams to maintain objectivity and integrity in quality program processes.
Job Profile Tasks/Responsibilities
- Leads quality oversight for multiple work packages or disciplines, integrating ITPs, CQMP requirements, and regulatory expectations across contractors.
- Serves as primary quality interface for a section of the project, advising construction leadership on risk, trends, and quality improvements.
- Guides others in nonconformance control, records management, and advanced inspection techniques, and may lead portions of audits or qualification assessments.
- Implements TRISO-X oversight plans at construction site.
- Develops and implements quality assurance plans ensuring that all construction activities comply with project specifications and standards, including preparing method statements, inspection and test plans, and quality management policies and procedures.
- Evaluates and documents the quality of construction performed by the construction team, suppliers, and/or subcontractors, ensuring compliance with project requirements, RFC and As-Built drawings, and specifications.
- Reviews and assesses the quality of materials used in construction, ensuring they meet the required specifications through inspections and tests on materials before on-site use.
- Maintains comprehensive QA/QC documentation, including certificates, calibration records, test results and non-conformance reports; ensures documentation is accurate and readily available for audits and inspections.
- Verifies that equipment used in the construction process is fit for purpose, properly calibrated, and maintained as required.
- Identifies and reports non-compliant construction work or supplied products and monitors the disposition of non-conformances.
- Controls the further processing, delivery, installation, or use of non-compliant construction work or supplied products until issues are corrected, controlled, or removed.
- Coordinates and notifies all quality activities as indicated in the ITPs with the Quality team and other relevant parties, including contracting authorities, utilities, and governmental authorities.
- Coordinates with subcontractors and the client to ensure ITP Witness/Hold points implementation as per contract and technical specifications.
- Ensures inspections and tests are performed according to approved ITPs and that all quality records and documents are complete, accurate, and meet applicable requirements.
- Reviews and audits Construction Oversight Records including but not limited to: Construction Management oversight reports, completion of contractor inspection reports, completion of contractor submittals, and review of contractor material inspections.
- Reviews test packages and relevant documentation prior to conducting inspections and testing.
- Works closely with construction teams, project managers and subcontractors to ensure quality standards are met; provides feedback and guidance on quality-related issues and facilitates training in the quality management system.
- Performs regular audits and inspections to monitor compliance with quality standards and identifies areas for improvement; generates reports on quality trends and non-conformances and proposes corrective actions as necessary.
- Participates in construction status meetings.
- Submits Oversight Reports on completed activities and metrics for contractor performance.
- Provides subject matter expert review of construction contractor qualification assessments.
- Acts as TRISO-X Quality representative at construction meetings.
- Interfaces with TRISO-X personnel to facilitate project-related activities.
- Assists in compiling statistical information for quality improvements.
- Plays an active role to ensure safety and quality culture is promoted and continually improved.
- Organizes quality toolbox talks and lessons learned and maintains documentation of such; prepares and maintains quality records related to assigned portions of work.
- Performs other duties as requested by the TRISO-X Construction Manager and the TRISO-X Quality Manager.
- Maintains professional demeanor and behavior at all times in all forms of communication.
- Performs other duties as assigned by the manager.
Job Profile Minimum Qualifications
- BS/BA Degree in civil engineering, construction management, nuclear engineering or similar field, or current certification in Quality Management from ASQ, ASCE, AWS CWI, ANSI Level II Mechanical Certifications, or equivalent experience or education.
- Typically 5 years of relevant experience for a Level III, 10 years for a Level IV.
- A minimum of 2 years of experience in construction including civil construction.
- Demonstrated experience in full-time Quality Assurance and/or Quality Control management with design-build contracts.
- Certification and/or documented training in construction quality assurance and quality control.
- Familiarity with ISO 9001:2015 principles in quality systems and quality program implementation.
- Strong understanding of construction processes including nonconformance, inspection techniques, and tooling.
- Advanced knowledge or experience in non-destructive evaluation is a plus.
- Experience in Nuclear Construction or Chemical plant construction is desired.

Compensation: As required by Maryland and other applicable state law, X Energy, LLC lists the expected compensation range for a publicly advertised job opportunity based upon the job requirements (education/training, experience, skill sets). Individual candidates who meet the job requirements will be offered a salary within this range based on their levels of education, training, experience, and qualifications. Salary ranges may vary by location and region. Base salary only; benefits not included. Level III: $89,127 - $148,545; Level IV: $115,509 - $192,515.
